2020: Transfer of work with personal accounts on Elbrusa
On February 3, 2020 it became known that the project Pension Fund of the Russian Federation (RPF) connected with transfer of its work with personal accounts to domestic processors "Elbrus", will be performed Obninsk by the company "Lantana Technologies". It got the contract for the corresponding works according to the results of the tender started on December 31, 2019 with the starting price of lot of 21.6 million rubles.
The Interregional information center of fund (MITs RPF) acted as the direct customer of works. Lantana Technologies with the price offer in 21.4 million rubles it was the only participant of the procedure. Because of it tender was officially recognized cancelled. However on the practice which developed on state procurements it did not prevent the tender commission to make the decision on signing of the contract with this uncontested applicant. Performance of the contract will last until the end of 2020.
The specified company not for the first time signs the contracts concerning projects on transfer of these or those services on Elbrusa with structures of RPF. In particular, when in 2017 the RPF started full use of the Elbrus platform in the automated system of AIS RPF-2, also acted as the contractor in two projects Lanthanum. Then it got state contracts is not uncontested. On open competitions she won against Kaps Integration company twice. The amount of the first contract was 19.7 million rubles, the amount of the second — 19.9 million rubles.
At the beginning of June, 2018 CNews wrote about another victory Lanthanums over "Kaps integration" in 20-million tender MITs RPF on development and maintenance of software involved on the hardware-software Elbrus platform.
As of February, 2020 at least 41 government contracts are registered for Lantana; the main customer — MITs RPF.
As it appears from the documents posted on the website of state procurements within above-mentioned development of software from the contractor it will be required to create the platform of functioning of electronic services of data processing of personal accounts on Elbrus, to provide process of collecting and data storage of the personal accounts participating in procedures of consolidation/separation of personal accounts from the AIS regional servers of RPF and also the data of the forms given within delivery of the uniform reporting, which are stored in AIS RPF-2.
Also on the Elbrus platform it is necessary to start process of reorganization of these personal accounts which are stored in a format of a software and hardware complex of a system of the personified accounting (PTK SPU), service of reorganization of these personal accounts in a subsystem of the SPU of AIS RPF-2, process of laying of these personal accounts which are stored in the PTK SPU format on central and the PTK SPU regional servers, service of reorganization of the personal accounts given to a special part which are stored in a software and hardware complex of control of investment processes (PTK KIP).
The finished software should be compatible to the specialized information security tools which are applied in RPF: the software package "Pantsir-K", means of protecting from malware Dr.Web and Kaspersky's Antivirus, means of cryptographic information protection of ViPNet.
The fact that the RPF began approbation of technical solutions on the domestic hardware-software Elbrus platform CNews became known in October, 2016. Then during the experiment data from IBM the iSeries servers under management DBMS IBM DB2 were transferred to the servers using processors and OS Elbrus, under management PostgerSQL DBMS and using the Web server Apache and the server applications Tomcat.
Two servers on the Elbrus platform with four four-nuclear processors with clock rate 750 MHz, 96 GB of RAM of the ECC DDR3 1066 MHz standard, six hard drives Toshiba DT01ACA300 with a capacity of 3 TB everyone took part in testing.
