EDMS of the Pension fund moved to PostgreSQL

The Electronic Document Management System (EDMS)of RPF migrated on DBMS with the open code PostgreSQL, the head of the department of infrastructure management of automated information system of RPF Ruben Enfiadzhyan at a conference of TAdviser an EDMS/ECM Day in March, 2016 told. A server part of the solution also includes products with the open code -Red Hat Enterprise Linux 4 OS and the Apache Tomcat Web server.

Architecture and structure of a subsystem of electronic document management

Earlier for ensuring electronic document management in fund IBM DB2 DBMS was used. This product and also Caché (the developer – the American InterSystems), are the main DBMS used in RPF. In March, 2015 the vice chairman of the board of RPF Nikolay Elistratov told^[1]that the RPF attentively looks at PostgreSQL and other DBMS with the open code and considers the possibilities of transition to it of one of the providing subsystems of fund.

In February, 2015 in RPF told TAdviser that since 2016 in new AIS version of RPF is going to refuse also Caché DBMS which is used in subsystems "Administration of insurance premiums" and "The personified accounting of the pension rights of the insured persons".

Ruben Enfiadzhyan during the presentation at the conference of TAdviser noted that used now in EDMS fund – completely domestic development. According to him, it is based on technology which before use in RPF was developed by R-Style for one of federal agencies. The company agreed to transfer the ready module to the possession of RPF, he says.

To a new system in most divisions of RPF the solution based on IBM Lotus Notes was used. Approbation of new EDMS in fund began in 2014 within the government contract^[2] with R-Style on execution of works on transfer of EDMS RPF to structure of AIS RPF-2 as one of subsystems (PED, a subsystem of electronic document management). The volume of the contract was about 40 million rubles. Approbation was followed by difficult process of customization of new EDMS.

At first the federal segment of a system was developed. In 2015 the RPF signed^[3] with R-Style for the amount of 92.6 million rubles on development and deployment of the standard solution EDMS for use in all the regional departments. To the solution it was specified in technical requirements that it should use PostgreSQL DBMS.
