2020: Connection of road cameras in Tyumen to a neuronet for exact recognition of a car

On July 28, 2020 it became known of connection of road cameras in Tyumen to a neuronet for exact recognition of cars.

According to the portal of public authorities of the Tyumen region, since the beginning of 2020 on July 28 on streets of Tyumen 374 surveillance cameras at 73 intersections and 10 traffic intersections were mounted. 190 cameras connected to "the video analytics module", the others 184 are set for observation of an operational situation on dangerous sections of roads.

The technology of video analytics is integrated with the IT system of automatic fixing of traffic offenses of the Center of automatic fixing of administrative offenses in the field of traffic of traffic police of Regional Office of the Ministry of Internal Affairs of Russia across the Tyumen region. Information obtained as a result of processing of a video flow in automatically is transferred to the single database of drives of vehicles.

Implementation of such module will allow to increase traffic safety, efficiency of divisions of Regional Office of the Ministry of Internal Affairs of Russia across the Tyumen region. So, it is possible to define location of the vehicles which are wanted and also the persons which are managing vehicles, being of operational interest to security agencies.

"The video analytics module" is intended for recognition of the state registration signs of vehicles, brands, models and vehicles (cargo, passenger-and-freight, passenger). Recognition happens to the help of the special software in which the self-trained neural network is used. For operation of the module enough the normal modern digital outdoor video surveillance cameras directed to the carriageway reported the regional authorities.

The project was developed and implemented by department of informatization of the Tyumen region within development of the systems of a hardware-software complex "Safe city".^[1]

2016: Intersections of Tyumen and Tobolsk will watch 151 complexes of photovideo fixing of violations

On December 9, 2016 Management of public procurements of the Tyumen region summed up the results of an open competition on rendering services in collecting and the information transfer about offenses in the field of traffic received from photovideo fixing complexes^[2]. The initial cost of the contract was 1179 million rubles.

Intersections of Tyumen and Tobolsk will be monitored by 151 complexes of photovideo fixing of violations

On tender only one offer from Rostelecom company arrived. The request was recognized proper, the decision on signing of the contract with this company was as a result made. The cost of the contract did not change.

According to documentation to purchase, services should be provided to Management of traffic police of Regional Office of the Ministry of Internal Affairs on the Tyumen region in the automatic mode without participation of a human factor 24 hours a day, 7 days a week, 365 days in a year.

When forming materials of photovideo fixing the certified equipment included in the state register of measuring instruments and a past in checking according to approved by a technique of checking should be used. The equipment should conform to requirements of GOST P 50856 and GOST 22261.

Complexes of fixing should define 10 types of violations, including speeding, arrival for the stop line, the drive on a red signal of the traffic light, the prohibited turn on the left or a turn, etc.

Starting date of rendering services in providing materials of photovideo fixing signature date of the act of readiness of the corresponding complexes at all boundaries of control is considered. The works on their construction need to be completed within 330 days from the date of signing of the contract.

The set complexes of photovideo fixing should be compatible to the software of Electron Service agrarian and industrial Complex set in traffic police without use of the additional hardware and software.

In total 151 complexes at 88 intersections of Tyumen and Tobolsk should be set. Specific installation sites of the equipment are given in the table below.

Rendering services in fixing of violations is expected the 5-year period from 2017 to 2021 inclusive.

Earlier in October, 2016 in next from the Tyumen Kurgan region the Kazan company "Avtodoria" under control of Svetlana Nikiforova - the spouse of the Minister of Communications Nikolai Nikiforov, won the similar contract for installation of cameras of photovideo fixing worth 260 million rubles. In the Trans-Ural region under the contract the equipment for control of average speed on 42 sections, 19 complexes of control of observance of rules of journey of intersections, 16 boundaries of instant speed and also 10 survey surveillance cameras behind a road situation will be installed.
