Russian courts purchase 25 thousand printers and MFPs worth ₽1,16 billion - this is a record purchase

On May 12, 2025, it became known that the Judicial Department of the Supreme Court of the Russian Federation announced plans to purchase printers and multifunctional devices (MFPs) worth ₽1,156 billion. For this amount, 25,370 printing devices are planned to be purchased for judicial departments throughout the country, which makes this purchase a record in the Russian printing equipment market .

According to Vedomosti, the corresponding purchase in the format of an electronic auction was posted on the public procurement website on March 28, 2025. According to the procurement documentation, the department requires 20,361 laser monochrome printers of two types and 5,009 MFP of three types. The submission of applications was supposed to be completed on May 7, 2025.

The purchase is placed in accordance with Federal Law No. 44-FZ, which automatically gives an advantage to domestically produced goods. For example, the Katyusha P247 printer model is suitable for technical requirements for procurement from domestic solutions, according to Timofey Nosov, head of industry projects at Uralenergotel.

The procurement procedure was suspended on April 22, 2025 due to complaints from the integrators Modern Technologies and Polaris to the Federal Antimonopoly Service (FAS). The complaints alleged that the customer improperly formed a description of the object of purchase, which led to the compliance of goods exclusively of foreign production. The applicants indicated that the description of the procurement requirements indicated "optional" product characteristics.

The FAS recognized the presence of violations in the actions of the customer, and considered the complaint justified. The service issued an order to eliminate the identified violations, after which the purchase was resumed. According to the publication, initially the printers of the Chinese manufacturer Pantum were suitable for the requirements specified by the judicial department of the Armed Forces.[1]
