Until 2028, 1,000 new road cameras will be installed in the Rostov region. The total investment in the installation of new cameras and the modernization of existing ones will amount to 7.8 billion rubles. This was reported by the press service of the regional government on March 5, 2026.

As follows from the message, the Ministry of Transport of the Rostov Region has concluded a concession agreement with the Urbantech SZ company on the creation of a hardware and software complex "Automated System for Operating the Road Safety System of the Rostov Region."

As part of the agreement, in 2026, 400 photo and video recording cameras are planned to be installed on the roads of the region, in 2027 and 2028 - 300 cameras each. Thus, the remaining amount of work and modernization of existing equipment will be completed until 2030.

Deputy Governor - Minister of Transport of the region Alena Belikova stressed that the implementation of the project is aimed at creating a single digital basis for road safety management. The introduction of an automated system will ensure the transparency and legality of fixing violations, which will have a direct impact on reducing accidents and preserving the lives of road users.

Deputy Minister of Transport Christopher Ermashov noted that the practice of using photo and video recording complexes demonstrates a stable connection between the presence of cameras and a decrease in the number of offenses and accidents.

During the development of the system, special attention will be paid to the targeted plan for the placement of new complexes - installation in places with the maximum preventive effect. According to Ermashov, the cameras perform not only the function of collecting fines, but also act as a prevention tool that contributes to the formation of responsible behavior among drivers.[1][2]
