Roskomnadzor started the system of shadowing searchers and VPN

2020: Beginning of system operation of control of VPN and proxy services

On March 13, 2020 it became known that in Russia the control system of VPN and proxy services and also search systems earned. It is completely automated, and Roskomnadzor manages it.

According to a source, creation of a system cost 19.92 million rubles. Her developer was defined as a result of the competitive procurement procedures which took place in April, 2019. The Information Science and Management Federal Test Center (FTC) of the Russian Academy of Sciences (RAS) became it. Initially the contract was estimated at 25 million rubles.

This tool of Roskomnadzor in the automatic mode checks whether block VPN permitted in Russia, proxy services and search systems access to the resources which were included in the register of the prohibited websites. Representatives of department did not report what sanctions are applied (or will be applied) to those that allows the users to visit resources of this sort, but noted that a system is by default not intended for blocking of the "guilty" services.

According to Roskomnadzor, for March, 2020 a system works in the so-called "mode of trial operation".

Full start will take place until the end of 2020, without indication of more exact terms.

Development and commissioning of a system of Roskomnadzor were performed within the law on introduction of amendments to the Federal information information technologies to data protection law "About, and". Amendments delivered beyond the law of technology, (anonymizers) and VPN services allowing to bypass blocking of these or those resources. It was offered to Roskomnadzor to limit access not only to anonymizers, but also to those websites on which the guide to a bypass of blocking contains.

For March, 2020 it is unknown what mechanism is used by the system of Roskomnadzor for check of work of a proxy, VPN and search engines, besides, is not present any regulatory base for this purpose.

Roskomnadzor did not announce the conducted development of this sort of a system. It is known only that FITs "Information Science and Management" transferred her to department at the end of December, 2019^[1].
