On September 23, 2021, the details of one of the through projects for the import substitution of electronics became known. We are talking about the creation of software and hardware complexes (PAK) for robotic security systems, which Rosseti intends to create for 12.87 billion rubles.
According to Kommersant, citing a presentation presented at the end of the summer of 2021 at an expert council on the use of electronics under the presidium of the government commission on digital development, it is planned to put the Neuro-B AI processor as the basis for these PACs.
The PAK will be created by manufacturers of processors STC "Module," SPC "Elvis" and GK "Element" (a joint venture of Rostec and AFK Sistema). The Neuro-B accelerator will develop the Module STC, which requested 7.6 billion rubles for its creation. The Module hopes that Neuro-B will be used not only in security systems, but also in critical infrastructure facilities.

It is assumed that the PAC will be able to recognize faces, objects and potential threats, as well as predict incidents.
The Elvis SPC will be assigned the supply for the Skif processor system, and the Element structures will be engaged in the production of an electronic component base (ECB). The contract for the development of software and training of neural networks will be received by Smartcore, VisionLab, NtechLab and IVA.
The problem for the project was the harsh criticism that he was subjected to at the meeting. Participants questioned whether such indicators could be achieved. Nevertheless, the source of the publication did not rule out that the project would nevertheless be approved "for political reasons." Since at the end of last year, the Ministry of Industry and Trade canceled tenders for processors, thereby depriving their developers of state support, now they can be given money through Rosseti[1]
