Rostelecom tested a service for digitizing documents based on artificial intelligence

The General Service Center (CSC) of Rostelecom tested the Russian regional service Beorg Smart Vision for automatic recognition, digitization and analysis of documents using artificial intelligence ( AI) technologies. Rostelecom announced this on May 11, 2022. As a result of the pilot project, the system recognized and automatically analyzed 72% of the pilot volume of the company's B2B segment documents. It is planned that with the full implementation of the solution, these indicators will exceed 80%.

Using the platform, semi-structured documents of the Rostelecom SSC were digitized, and all data from them were automatically transferred to the company's information system. The neural network also checked the relevance of the contracts, determined the availability of the necessary signatures, seals, dates and details. Thus, the function of automatically checking the legal significance of documents was partially implemented. This analytical work is usually carried out by employees of the company.

Information and personal data during digitization were encrypted and protected by the depersonalization mechanism: before processing, documents were cut into separate fragments, according to which it is impossible to establish their belonging. The speed of recognition of one document was about 20 seconds.

Thanks to two-stage recognition, the platform also processed data in contracts filled by hand with high accuracy. Handwritten text, which modern AI systems recognize with a low confidence threshold, went to secondary verification for data entry operators remotely connected to the cloud service. People checked fragments of recognized text and made edits in case of errors. As a result, the overall quality of document recognition is almost 100%.

The service of automatic recognition, digitization and analysis of documents using artificial intelligence technologies was developed by Biorg, a resident of the Skolkovo Foundation's IT cluster. In total, about 5 million fields with personal data per month are processed on the platform.

When scaling a project, the company will be able to reduce operating costs by 56% by automating the recognition and entry of attributes necessary to register a document in the system. The domestic solution of Biorg fully complies with the security requirements of FSTEC and the FSB for the processing of personal data. In the future, we plan to further protect the information being processed. So, our employees will act as verifiers of poorly recognized handwritten data, and the system itself will be deployed in our corporate cloud, "said Pavel Schmidt, director of the branch department of Rostelecom.

Ideally, the system based on the Beorg Smart Vision platform will leave to the person only the final decision on the acceptance of documents. Neural networks cope with routine and voluminous work much better than people whom long monotonous work leads to burnout and exhausts. The efficiency and payback of the solution is advisable to evaluate on large-scale document flows, since artificial intelligence is best suited for processing and analyzing big data. This could be several million documents a year, "said Alexander Korobov, Development Director of Biorg .

For May 2022, Rostelecom is holding a competition for the full-scale introduction of technology, following which the solution will be scaled up to all document-intensive processes of the company. The deadline for introducing a full-fledged recognition and analysis system can be about six months.
