Rostelecom (Rostelecom transferred a share of purchases of "SETONLAYN")

JSC Rostelecom and SETONLAYN LLC (the operator of SETonline electronic marketplace) start the joint project. Within this project Rostelecom transferred to "SETONLAYN" carrying out a part of procurement procedures on separate insignificant types of goods, works and services for ensuring financial and economic activity of branches of the macroregion Volga of JSC Rostelecom.

The Operator of SETonline ETP whose software developer is the NAUMEN company acted as the contractor on holding procurement procedures.

The joint project started in Macroregional branch "Volga" (one of eight macroregional branches of JSC "Rostelecom").

Acting as the contractor, the operator of SETonline ETP provides to Macroregional branch "Volga" process of the organization and carrying out purchases according to requirements of the current legislation of the Russian Federation "About purchases of separate types of legal entities" and the local regulatory legal acts regulating purchasing activity of JSC Rostelecom. Events for purchase are held thanks to tools of an end-to-end system of electronic trading SETonline developed based on the solution Naumen GPMS using which integration of the official site of JSC Rostelecom, SETonline ETP and the all-Russian portal of purchases zakupki.gov.ru is implemented.

In the course of cooperation by the operator of SETonline ETP the following functions are performed:

• formation of documentation on purchase on the basis of the corresponding request of the customer;
• the publication of purchase on SETonline ETP, the official site of JSC Rostelecom and the all-Russian portal of purchases zakupki.gov.ru;
• search and involvement of potential procurement participants;
• consideration of the applications of applicants submitted for participation in purchase;
• determination of the winner and summing up purchase.

According to Mullagaliyev Daniel Damirovich, the Associate director of department of purchase management of Macroregional branch "Volga" of JSC Rostelecom, transfer of function on carrying out a part of procurement procedures on separate insignificant types of goods, works and services to the operator of SETonline ETP allowed the company to avoid the routine transactions connected with holding procurement procedures for ensuring financial and economic activity of branches of the macroregion Volga of JSC Rostelecom and to focus on profile purchases. Besides, when holding the above-stated procedures of SETonline ETP it was succeeded to achieve a considerable discount of the purchased goods, works and services.
