Rostelecom completed construction management system implementation of "the last mile" for B2B-clients

On August 24, 2015 the press service of Rostelecom company announced end of system implementation of construction management of networks in country scales on the software platform "Hermes" from Technoserv company.

Project Tasks

In 2014 Rostelecom and Technoserv implemented the Situational Planning system (SP) on the Hermes platform. The decision on implementation of one more subsystem of the platform became logical continuation of building of the uniform design approaches accepted at the operator, to construction of access networks and accounting of the constructed objects.

Project Progress

A system is customized under business processes of construction and testing. Its integration with the operating corporate ERP system, systems linearly - technical accounting of infrastructure of network of Rostelecom is executed.

Implementation of technology helped to reduce construction terms, to unify approach to execution of works, to provide control over process of construction and operation of network, to minimize influence of a human factor, to create conditions for decision making, to increase quality of operation of the constructed objects.

Project tasks on creation of a federal construction management system of networks of the operator are solved by creation:

• the formal description and creation in the system of stages of business processes;

• implementation of the automated workplace for specialists of the contractor for introduction of data on the constructed objects, volumes, formation of acts, control over the process course;

• maintaining general reference books, including nomenclatures of cost of works and address reference books;

• automation of calculation of cost of the performed works on the basis of the approved unified specific quotations;

• coordination of processes of construction from corporate ERP of Rostelecom, including - accounting, an inventory control and the system of internal document flow.

"The implemented solution of Technoserv on construction management is demanded by us in projects on deployment of local networks of broadband access (broadband access). Its application is supposed in all Macroregional branches of the company, – Sergey Nikolaev, the director of planning of technical infrastructure of Rostelecom noted. – A system allows to control online simultaneous operation of a large number of contractors. Already now increased efficiency of collecting of necessary documents on building and the input speed of objects in operation".

Besides, at the moment specially under tasks of Technoserv operator conducts active works on development of one more subsystem of the Hermes platform intended for construction process automation of "the last mile" for B2B of clients of Rostelecom.

On March 14, 2017 the Rostelecom company announced end of system implementation of construction management of "the last mile" for B2B-clients in scales of Russia.

The project unifies and automates the business processes connected with the analysis of an opportunity, efficiency evaluation of connection of corporate customers to Rostelecom network with the subsequent control of construction and delivery of works.

A system is integrated with corporate CRM- and ERP systems, a system linearly - technical accounting of infrastructure of network of Rostelecom, the system of contractual accounting of the operator.

System implementation allowed to reduce terms of preparation of technical solutions and construction works of the last mile "under the client" by 20%. Further the solution will significantly increase efficiency of deployment and will reduce the cost of fiber optic solutions for our corporate clients. Rostelecom managed to implement the system of federal scale in short terms. Today in it more than 10 thousand employees work already. Entered problems of a project team of Rostelecom and Technoserv:

• the analysis of the organization of business processes for construction of communication networks for segment B2B in all departments of Rostelecom;
• development of uniform methodology of the organization of the unified business process from the moment of formation of a request to the fact of connection of a client object;
• the automated calculation of cost of the works performed by contractors on the basis of the approved unified specific quotations;
• implementation of the approved business process and formation of the numerous reporting;
• integration of a system with internal information systems of Rostelecom;
• carrying out training of work in a system for 3 thousand employees Rostelecom.

Automatically all contractual and project documentation necessary for implementation and project closure forms.
