2019: Transition to tax monitoring

The Russian provider of digital services and solutions Rostelecom announced on October 25, 2019 that he joined the system of tax monitoring. The relevant documents were signed by the president of Rostelecom Mikhail Oseevsky and the head of the Federal Tax Service (FTS) Mikhail Mishustin.

Tax monitoring replaces traditional checks of FTS with online interaction which is based on the advanced solutions of remote access to information systems of the taxpayer and his accounting and tax statements. Participants of tax monitoring can receive motivated opinion of FTS on taxation of this or that transaction, correct errors and prevent tax risks and disputable situations. The taxpayer can receive such document both on the planned transaction, and on perfect transactions.

To pass to this format of interaction with tax administration, Rostelecom needed to upgrade significantly risk management system and internal control, to finish IT systems and also to update internal regulating documents. With tax authority Rostelecom developed a data mart for information exchange. This tool allows the tax inspector to control correctness of calculation of taxes remotely, addressing the accounting system of the taxpayer and electronic storage of primary accounting documents.

Rostelecom involved consortium of the companies in development of a data mart: the Mail.ru company acts as vendor of the information Platform of tax monitoring and the developer of a data mart, the PwC company is a methodologist of the project, as the general contractor of consortium and integrator of implementation the EK/Solutions company acts.

Further on the basis of the developed data mart Rostelecom is going to offer complex IT solution to other companies passing to tax monitoring.

Tax monitoring will allow to move to the following interoperability layer between service and the taxpayer. Modern business technologies give to the tax administrator the chance to form trust economy. Consent to tax monitoring is a problem of transition to the qualitative level of control and allows the companies to create reputation of the fair taxpayer — the head of FTS Mikhail Mishustin noted.

Direct open dialog with tax authority will allow Rostelecom to receive notable benefits in the long term: reduce costs for maintenance of tax control measures for 35–40%, reduce closing of the tax period from three years to nine months, reduce document flow, labor costs by tax control, tax risks, etc — the president of Rostelecom Mikhail Oseevsky noted. — In addition to pecuniary benefits, transition to tax monitoring will promote more timely and simplified permission of matters of argument and also public and official recognition of Rostelecom as reliable and responsible taxpayer.
