Rostransnadzor will calculate risks in the digital service developed by BARS Group

On January 22, 2019 the BARS GROUP company announced development by request of Federal Service for the Oversight of Transport (Rostransnadzor) of the digital platform for implementation of risk-oriented approach in control and supervising activity in the field of transport.

Risk management automated information system at implementation of the state control (supervision) in the field of transport is created according to Reform of the control and supervising activity starting in 2016. Within reform transition to planning of control and supervising actions according to risk-oriented approach is provided.

"As a result of use of a system accounting of information on subjects and objects of supervision, their characteristic is standardized and also labor costs will be reduced and the human factor when planning annual checks will be excluded". The main task of reform — preserving and increased security on transport with focus on checks of the enterprises with high risk category. Risk management system at implementation of the state supervision in the field of transport aggregates all necessary information for calculation of risk category of persons under surveillance of subjects and on the basis of it creates the annual plan of conducting checks. Information comes down from different internal information systems of Rostransnadzor and also external federal services.

For January, 2019 a System contains information on 236 thousand persons under surveillance of subjects on 5 types of supervision (Gosavianadzor, a goszheldornadzor, a gosavtodornadzor, a gosmorrechnadzor, transport security) performed by Rostransnadzor.

During 2019 Rostransnadzor is going to continue upgrade of the solution – in the future the level of automation of inspection activity it will be essential is raised. Rostransnadzor is going to use a system as information source for a personal account of the checked person which will allow the person under surveillance to the subject to find information on the appropriated risk category, planned dates of conducting checks and other information allowing to hold independently preventive events.
