2021: Contract for modernization of the portal "Work in Russia" for 457 million rubles

On May 11, 2021, it became known that the Russian Federal Service for Labor and Employment (Rostrud) is going to redesign the site "Work in Russia" - the information and analytical portal of vacancies of the Ministry of Labor. On the public procurement website there is a tender for the improvement of this web resource, launched in its current form about six months ago. Rostrud intends to spend almost half a billion rubles on its modernization.

The exact amount of future costs is 457.751 million rubles. The contractor who will carry out all the modernization work is known - his candidacy was approved on April 13, 2021, and this is the company Budget and Financial Technologies LLC (BFT).

In the description of Rostrud's public procurement, the application of BFT was the only one. Contractor shall perform all works by the end of 2021.

The duties of BFT as a contractor include the integration of new services into Work in Russia. Among them is the opportunity for applicants to arrange a video interview with a potential employer.

The portal will improve the search for resumes (for employers) and vacancies (for applicants). To do this, the developer uses machine learning technologies and neural networks.

After modernization, applicants will be able to upload data from educational institutions, including diplomas and certificates, into their profile. In parallel with this, BFT specialists will carry out large-scale work with SEO to improve the ranking of "Work in Russia" in search engines.

According to Kommersant, the initiator of all upcoming changes in the Work in Russia portal is the Ministry of Labor. On its basis, the ministry wants to build a vacancies hub.

The Ministry of Labor needs innovations, first of all, to track the employment of citizens in the regions, the documents attached to public procurement say. This requires the development of a "mechanism for the formation of reporting on labor market monitoring for subjects of Russia and Russia as a whole."

This mechanism will allow the ministry to monitor the movement of labor, moreover, in real time. Also, information about employees working on the remote site will be available to him. In addition, after the modernization of "Work in Russia" will give the authorities the opportunity to collect statistics on user actions on the site. It will include the average response time of employers, the number of vacancies viewed by the applicant, etc.[1]

2016: Modernization of the federal portal "Work in Russia"

On August 16, 2016, BFT announced a project to modernize the federal portal "Work in Russia" by order of the Federal Service for Labor and Employment (Rostrud).

Project Outcome

Upon completion of the project, the portal is integrated with Yandex maps and other information systems, maintains feedback from users, and has received a number of useful functions.

Through integration with the automated system of the Federal Tax Service, users can be sure that the employer has passed the test for the existence of a legal entity and has the right to operate in the territory of the Russian Federation.

The portal "Work in Russia" interacts with other portals containing proposals for vacancies, and information systems that automate personnel activities and recruitment work.

A feature of the portal is the designation on Yandex maps of information about rental housing. The user, having studied in detail the vacancy and location of the company, can view specific offers for renting housing and calculate the distance between the intended place of work and the rented housing. In addition, the applicant can view statistics on the cost of rental/purchase of real estate in the context of regions and cities of Russia.

Feedback forms are available for authorized users of the Portal to organize interaction between applicants, employers, services and employment centers and Rostrud. At the same time, employees of employment services and Rostrud enter the portal through the "personal account."

The applicant can file a complaint against the actions of employees of the employment center during the moderation of resumes and complain about the quality of the vacancy. The employer may also file a complaint against the actions of the employees of the employment center or request the necessary technical support from the site administrators. Employees of the employment service can process the complaint (accept, respond), remove the vacancy from publication and receive statistics on processed appeals.

Rostrud employees have access to:

  • Analysis of complaints about the quality of vacancies (total number of complaints, complaints from regions, employers, number of complaints with delays, number of complaints considered, including by status);
  • to the rating of regions (by the number of complaints, by executive discipline in terms of handling complaints);
  • to the rating of employers (by the number of complaints, by executive discipline in terms of handling complaints).

Modernization of the portal made it possible to provide the opportunity to work with the portal of employers with a complex organizational structure: now it is enough for them to choose the format of relations with the parent organization (the central office is a branch, the parent organization is a subsidiary). After completing the registration of the employer on the portal, information about it falls into the personal account of the employer, indicated by him as the parent organization.
