The JSC RusHydro company was created on December 26, 2004 within the state program on reforming of power industry. In the course of reorganization in January, 2008 20 joint-stock companies transformed to branches were attached to the company.
Core activity of RusHydro – electricity generation, including based on renewable sources: water flows, sea inflows, wind and geothermal power. Today RusHydro is the largest Russian generation company and also the second in the world among the hydrogeneration companies on installed capacity. Now more than 5500 people work at the enterprises of the company.
Due to the accession of branches in the company there was relevant a task of creation of the unified information system for the organization of corporate accounting and financial and economic management. It was supposed that the new information system will allow to obtain information necessary for acceptance of management decisions both at the level of separate structural divisions, and at the level of the company in general.
In a system it was necessary to implement automatic cost accounting, parallel conducting accounting and tax accounting and also to provide formation of functional budgets, their consolidation, reflection of the expected actual data, operating control behind execution of budgets with a possibility of funds redistribution between divisions, works and budget items. One of the main requirements to an automated system was support of uniform standards and the principles of corporate accounting, financial and economic management and also a reporting preparation. The term of preparation of the reporting at the same time was supposed to be reduced considerably due to acceleration of process of collecting and preparation of information. One more important requirement to a system was quality improvement of preparation of the reporting. Compliance to this requirement had to promote increase in trust to the reporting from auditors, shareholders, portfolio investors and bondholders.
Thus, the powerful tool which allows to process large volumes of information in the automatic mode was required for the company, exempting at the same time key experts from routine technical work.
For a number of reasons, which the flexibility and scalability of the software product and also support of national standards of conducting accounting and tax accounting are among, as a basis for development of an information system the 1C: Manufacturing Enterprise Management 8 software product on the 1C:Enterprise 8 platform was selected.
The contractor on the project of automation based on the tender selected 1C: Automation company (1C: Franchisee, Moscow) having experience of implementation of similar projects in the power industry.
Stages of the project of automation
At the first stage specialists of the contractor, RusHydro and the attracted consulting companies jointly carried out the detailed analysis of techniques of conducting regulated accounting and budgeting to RusHydro companies and revealed need for their completion. So, it was required to expand analytics, to create additional qualifiers and also to develop universal document forms and reports. After that specialists of the contractor on the basis of the solution "1C: Manufacturing Enterprise Management 8" within requirements and according to standards of the customer developed subsystems "Corporate accounting and the reporting" and "Support of planning processes".
"Corporate accounting and the reporting" are included mechanisms for conducting regulated accounting at the enterprises of group in structure of a subsystem, for the automated conducting parallel tax accounting and formation of tax statements and also for accounting of the postponed assets and liabilities with formation of constants and temporary differences.
The subsystem "Support of planning processes" contains tools for budget management which allow to automate step-by-step planning and also formation and approval of budgets. Besides, possibilities of this subsystem allow to reflect and control quickly the actual execution of plans, since the moment of formation of reserves of purchases and payments and finishing with reflection of the actual transactions in accounting.
For interaction of both subsystems the flexible mechanism of setup of processes of transformation of data from regulated accounting is provided in a subsystem which supports planning processes. At the same time for ensuring comparability of credentials the maximum compliance of structure of the chart of accounts of budgeting to the chart of accounts of accounting is implemented.
In parallel with development of the specified subsystems dense system implementation in process of its readiness on five objects of JSC RusHydro was executed. In the course of pilot implementation additional requirements to a system were revealed, procedures of its implementation are fulfilled and also the list of the risks possible at replication of a system is defined.
After accession to the company of 20 joint-stock companies (branches) the decision on replication of a system in all created branches for the purpose of their inclusion in a common information space was made. Works on replication were continued within a year. After their termination 20 branches of the company in the territory of Russia and executive office of the company in Moscow work in a common information space. Along with replication expansion of functionality of a system taking into account results of pilot implementation and also changes in business processes of the company which came to light at the final stage of reorganization was executed.
Within the project developers and consultants of 1C: Automation company executed deployment of the software product on the customer's servers, configured data exchange between information bases of branches and executive office, provided user training. During the project regulations of regular and abnormal system maintenance and also closing of month are created. Besides, regulations of carrying out audit and data purification regarding standard errors of closing of the periods are developed.
Let's separately note the effective organization of user support. For user support on "Sayano-Shushenskaya HPP of P.S. Neporozhnego" which is RusHydro branch of JSC the Uniform competence center was created. Specialists of the Center receive questions on work with a system from end users and answer them, relying on information in instructive materials and also on own knowledge and experience. If specialists of the center are at a loss with the answer, the received question goes to consultants of the contractor. Such organization of work provided quick response to questions of users, promoted significant savings of time for their processing and also excluded cases of duplication of questions to the contractor.
Today using Uniform competence center the staff of RusHydro solves not only problems which concern work with an information system, but also a set of other tasks in the current activity.
Result of automation
All project tasks of automation were solved, more than 1300 jobs are automated. In a system more than 250,000 economic transactions a month are registered. After a successful completion of the project the company management of JSC RusHydro received the unified information system of corporate accounting, the reporting and financial and economic management which allows to consolidate planned and accounting information of executive office and 20 branches located in different regions of Russia at the expense of the implemented universal mechanism of exchange and synchronization of data.
Now the information system is operated at the enterprises of JSC RusHydro in an operating mode and at the same time is in the development caused by the new requirements connected with changes in a management system of the company.
