The Russian Association of Motor Insurers changes the system of relationship by means of the AIS CMTPL

Based on the Russian Association of Motor Insurers (RAMI) the LANIT company constructed uniform automated information system of the CMTPL (AIS CMTPL), the press service of the contractor reported on February 5, 2013.

Premises to creation of a uniform agreement base and losses as a part of the AIS CMTPL were changes in federal law No. 40-FZ "About obligatory civil liability insurance of owners of vehicles" which concerned an obligation of motor insurers directly at the conclusion of the new agreement CMTPL or when entering changes into it to enter new data into automated information system of compulsory insurance. Federal law No. 267-FZ of 12/25/2012 till June 30, 2014 suspended regulations about entering into the AIS CMTPL of data on the signed agreement or on introduction of changes into it directly at signing of the contract or entering of changes into it. Prohibition on signing of the contract of the CMTPL without entering of data into the AIS CMTPL and verifications of the provided data into the AIS CMTPL and EAIS THAT Ministry of Internal Affairs of the Russian Federation is also postponed until July 1, 2014. For the period the new order of determination of KBM using the AIS CMTPL is set from January 1, 2013 to June 30, 2014.

The AIS CMTPL provided high-performance service for insurance companies by calculation of coefficients of insurance rates at the expense of collected in the single database on all vehicles, their owners, persons allowed to management and the history of their profitable driving.

Solution

Specialists of LANIT for several months created the project and developed the application software, delivered necessary high-performance, failsafe program technical means and provided start of a system according to the plan in time.

According to the head of department of information technologies of RSA Alexey Tkachenko, emergence in motor insurers of the CMTPL uniform base which will store insurance history of each driver for the last five years cardinally changes the system of relationship between motorists and insurers.

"In fact start of the AIS CMTPL allowed to create an information resource with complete data on all vehicles, drivers, owners, insurers. One of the most important problems of a system – to reduce number of the disputable, conflict situations arising between insurers and car owners. Besides, a system will become a serious barrier to growth of number of insurance frauds as the data transferred from insurance company are checked on base of the issued forms of the strict accounting. And it in turn increases security of insurers and improves quality of the provided services", – Alexey Tkachenko emphasized.

"The LANIT company in 2012 executed a number of large IT projects. The joint project with RSA on a uniform agreement base and CMTPL losses became one of them. Its value is important in scales of all state. Now the software package is in continuous operation. Since December 14, 2012 a system works in the round-the-clock mode and provides the high level of availability, and the LANIT company performs the round-the-clock technical support of the developed software package and helps all motor insurers to use effectively new opportunities of the AIS CMTPL", – the associate director of department of corporate systems of LANIT Mikhail Kirillov noted.
