Criminal case about abuse of authority
TAdviser was succeeded to find out details of criminal case about abuse of authority by the Chief information officer of Russian Post Sergey Emelchenkov. It concerns 10 service contracts of IT infrastructure signed by Mail in 2018 with four companies: Jet Infosystems, AiTeco, Servionica (enters into AiTeco), New service technologies (enters into the Maykor group).
Contracts were signed for 3 years, their total amount was 9.77 billion rubles. In 2018 TAdviser in detail lit this project (see below).
To all 10 contracts Sergey Emelchenkov signed supplementary agreements, without having approved them from the Ministry of Telecom and Mass Communications (before becoming the joint-stock company, Mail was the federal state unitary enterprise subordinated to this ministry). Thereby, according to the investigation, he exceeded the ex-officio full powers.
The signed supplementary agreements, in particular, changed a method of calculation of penalties for contractors of Russian Post. According to a new technique of the amount of penalties for contractors decreased.
The logician of making decision on reduction of penalties of TAdviser was explained by Sergey Emelchenkov's lawyer Boris Fedosimov:
The matter is that one of contractors, the Servionica company, violated terms of agreement therefore Russian Post inflicted unreasonable penalties on it. Their size exceeded the cost of payment for the rendered services of Servionika which she had to receive. So necessary works were performed, but it turned out that Servionica should also pay in addition to Russian Post for the services rendered to her. In such situation the contractor warned about suspension of works that could affect negatively operability of all departments of Russian Post in one of federal districts that would mean "social explosion". For this reason the decision on change of a method of calculation of penalties was approved by all divisions of Russian Post. My client just appended the final signature on ready and all the negotiation document. |
The amount of a penalty of Servionika by a new technique decreased from 350 million rubles to 37 million rubles. If to consider a difference between the initial and final sizes of a penalty damage, then this damage would have to be 313 million rubles, the lawyer says. However the investigation indicates 67 million rubles of damage and considers this amount considerable for Russian Post. On questions of protection of how this amount was defined, according to the lawyer, the investigation does not provide any adequate explanations.
Considering that revenue of Russian Post more than 206 billion rubles, 67 million rubles is 0.0325%! About what heavy effects for Russian Post can there be a speech?! - Fedosimov noted. |
The lawyer also paid attention that at decrease in penalties the cost of contracts did not change though contractors also received more than if penalties did not decrease.
The investigation believes that Emelchenkov signed supplementary agreements in the mercenary purposes as execution of works as contractors influenced its annual bonuses. But the lawyer claims that it completely is not true.
Protection also does not agree with the measure of restraint in the form of house arrest chosen for Emelchenkov. According to the lawyer, he will appeal against this measure within three days put by the law as he considers it "illegal and unreasonable that the investigation did not produce any real evidence of participation of Emelchenkov to what he is accused of".
In the case of 90% of all materials opened concerning Emelchenkov – those that are connected with him. His interrogations, the instruction to it what he is suspected of and so on. There is only one interrogation of other person, however and from it does not follow that Emelchenkov committed some illegal acts, - Boris Fedosimov told. |
Emelchenkov's protection already managed to achieve mitigation of a measure of restraint – initially the investigation intended to take him into custody, the lawyer added.
Service of the equipment and software in 2018-2021
Economy - more than 1 billion rubles
Russian Post changed approach to outsourcing of service of IT infrastructure, having refused the Single-Sourcing model when services are rendered by one supplier, for benefit of Multi-Sourcing at which suppliers a little, and reached significant economy. Russian Post reported about it in January, 2020.
In particular, expense efficiency on service computing, office and the cash registers increased by 36%, having made 1.04 billion rubles in terms of money in 2018, claim in the organization.
Earlier these services were rendered by one supplier – Maykor. Russian Post noted that continue to cooperate with Maykor, but in addition to it now outsourcing services in service of IT infrastructure are also rendered by other suppliers among whom - Jet Infosystems and AiTeco Group. When using the Multi-Sourcing model between potential project participants an environment of the fair market competition is created that gives benefit to the customer both in terms of cost, and in terms of quality of the rendered services, explain in Russian Post.
By this principle Russian Post in 2018 transferred to service maintenance more than 650 thousand units computing, office, the cash registers and the weight equipment on all operated objects of a mail service.

In 2019 in the Naumen Service Desk automated control system for IT processes (ACSIP) more than 4.25 million queries of users which were solved by the combined team of Russian Post and external contractors with total number more than 3 thousand people was registered.

The organization also told TAdviser that expense optimization is planned for IT in all existing directions: in addition to support of IT infrastructure, she also mentions data processing centers, corporate networks, work with data transmission systems.
Competitors pressed Maykor in multi-billion projects of technical support of Russian Post
At the end of January, 2018 Russian Post summed up the results of 10 auctions on rendering services in technical support and maintenance of hardware and software systems, including the cash registers. The total initial cost of these purchases was 9.77 billion rubles.
Procurements were conducted for 10 macroregional centers: Volga-1, Volga-2, Far East, Moscow, North Caucasus, "Northwest", Siberia, Ural, Center and South.
The most expensive purchase was carried out for MRTs "Moscow" (including for Management personnel by the enterprise) – 1.329 billion rubles. It was least of all going to spend for services for the macroregion North Caucasus – 415 million rubles.
According to the results of the held auctions 4 companies - Jet Infosystems, Servionica, AiTeco, New service technologies became winners (enters into the Maykor group). Details are given in the table below. In a previous period of Maykor through the daughter "CST the Service" won similar competitions in all regions.

Services in technical support and service of hardware and software systems include: input of different components in operation, planned TO, repair services, service of the cash registers, service of SCS, technical support of software set in workplaces of users.
The list of the equipment includes personal computers, notebooks, servers, information booths, payment terminals, printers and the MFP, means of communication (phones, faxes, switches and so forth), the bank equipment (counters, detectors and note sorters, counters of coins) and other devices.
The software list is also various. It includes, for example, Windows OS, office applications of Microsoft Office or Open Office, Skype for Business, the e-mail clients Outlook, The Bat and other, anti-virus solutions of Kaspersky Total Space Security or Endpoint Security, etc. In addition, are included in structure of solutions which require technical support: EAS RPE (A single automated system of departments of a mail service), PPP WinPost, the IC "Subscription", the automated workplace of sale of Rail tickets, an automated workplace of sale of Air tickets, the IC "Lotteries" is the level of RPE, the IC "Utility payments", EDMS IC "Post office. Registrar of documents", Free Cash Desk Payment system, IC "Western Union" and other solutions.
Contractors of projects will have to start works within 5 working days from signature date of the agreement, but not earlier than February 1, 2018. Acceptance and registration of requests should be made round the clock in the mode 24 hours / 7 days a week, 365 days in a year. At the same time, terms of solving of tasks vary depending on a type of a request and category of the equipment.
All services should be rendered continuously within 3 years.
Service of the equipment and software in 2014-2017
In the spring of 2014 Mail held a competition at the choice of the contractor for rendering services in technical support and maintenance of hardware and software systems, including the cash registers. The project covered 42 thousand departments through the whole country[1]. Purchase was separated into three lots on regions of provision of services.
The CST Service company entering into Maykor which suggested to render services for 11.5 billion rubles became the winner of all three lots. Technoserv and several regional companies also participated in the tender.
In Maykor in response to questions of TAdviser reported that performed by the contract all 83 branches of the company are involved. On special works point subcontractors are attracted.
