History and parameters of the project

Implementation of ERP solutions based on SAP in Russian Railways (till 2003 - Ministry of Railways) was started in 1999.

As of 2008 in the Russian Railway two big ERP systems — EC ASUFR (a management system for financial and material resources) and EC ASUTR (a management system for labor resources) worked. Both systems were constructed on the SAP platform.

Using EC ASUFR specialists of the Russian Railway control in real time all key indicators of activity in the field of finance, property, logistics, etc.

Personnel management (more than 1.3 million people) by the Russian Railway is exercised in the system of EC by ASUTR which provides functions of regulation of work, a time recording, payroll, etc.

The Technoserv company was a contractor on creation of both systems.

The number of users of a system of EC ASUFR makes more than 50 thousand (17 thousand users of the central systems and 33 thousand — road),

Implementation of EC ASUTR in locomotive depots reduced the salaries of employees

At the beginning of 2013 from employees of a number of locomotive depots Russian Railway complaints to the management and in industrial trade unions on decrease in the amount of salaries which contacted transition to EC ASUTR fell down.

According to Interregional labor union of railroad workers, after system implementation workers began to miss "on 5, 10, and sometimes and 15 thousand rubles". Provided data in labor union of railroad workers Siberian Solidarity that about 80% of workers of locomotive crews in Barnaul, Biysk, Zarinsk, Novoaltaysk and Rubtsovsk - only about 2 thousand people - received the cut-down salary for February, and many were also deprived of an award for trouble-free operation.

"At calculation of salary of EC ASUTR did not consider a set of parameters: surcharges for combination of professions, participation in two types of draft, finding of crews in a business trip, work on substitution, dispatching locomotives and also a set of other factors influencing a total sum, - explained in Interregional labor union of railroad workers. - As a result, salary was calculated manually that led to increase in labor costs and errors".

In April, 2013 the Directorate of draft of the Russian Railway reacted to complaints of employees of locomotive crews with the telegram sent to heads of depot in which obliged the last to provide payroll to railroad workers "in strict compliance with the Labor Code of the Russian Federation".

Besides, the order to involve organization engineers and regulation of work, HR specialists and managers of a reserve of locomotive crews to consideration of a question of payroll in EC ASUTR, to provide protocols at detection of settlement errors and to prepare documents for charge of the amounts half-received by workers was made to them.

According to the chief of Directorate of draft of the Russian Railway Alexey Vorotilkin who subscribed under the telegram, the reason of incidents in salaries in EC ASUTR "the personal indiscipline of chiefs of operational locomotive depots and lack of due control of salary accrual from territorial directorates of draft" is.

As it appears from the annex to the order of Directorate of draft of Russian Railway of June, 2011, transfer to EC ASUTR of employees of directorates of draft - structural divisions of the railroads under which authority locomotive depots are was carried out within their transfer to the structure of Directorate of draft - Russian Railway branch. At the same time personnel management and compensation were registered in the register of first-priority questions which should be solved by preparation of this transfer.
