Completion of the tax monitoring automation pilot project based on "1C: Holding Management"

The Rosseti company, which manages one of the power grid complexes, has completed a pilot project for automation of tax monitoring on the basis of 1C: Holding Management. This was announced on January 22, 2020 by the 1C company.

As a result of the project, the functionality of the beta version of the 1C: Tax Monitoring solution built into the 1C: Holding Management was tested and optimized, which automates the interaction of the enterprise with tax authorities, including the organization of access of tax service specialists to the company's accounting and tax accounting data, processing requests from the Federal Tax Service and control over their implementation. The transition of the Rosseti company to the tax monitoring regime is planned from 2020. The developments implemented during the pilot project will be used to develop the 1C: Tax Monitoring system, as well as the functionality of tax monitoring in the 1C: Holding Management and 1C:ERP solutions . Automation of tax monitoring with the help of 1C products allows you to reduce tax administration costs, improve the quality of tax function within the company, reduce the time for checking tax reports from 3 years to 9 months after the end of the tax year and eliminate retrospective risk in the event of obtaining a qualified opinion issued by the Russian tax authorities.

During the implementation, the following are automated:

  • 1. Providing the tax inspector with the opportunity to gain access to the data areas of the information base provided for in clause 3.9 of the Order of the Federal Tax Service of Russia dated 21.04.2017 No. MMV-7-15/323:
    • tax reporting;
    • accounting statements;
    • analytical registers of tax or accounting;
    • accounting documents;
    • Primary document scanners, relevant accounting documents or reference book elements (for example, asset or contract card)
    • to audit reports that make it easier to verify the correctness of tax and accounting records.

  • 2. Sequential transcription to accounting document of income tax return indicators, property tax and value added tax return indicators
  • 3. Comparison of updated and primary declarations
  • 4. Role with a special interface "Tax monitoring" with selected functions for analyzing the data of the taxpayer's information base in the interests of tax control
  • 5. Entry by the tax inspector of requests for documents and clarifications, and by the taxpayer - responses to requests from the tax authority with the attachment of scans of the requested primary documents, as well as the formation of information interaction protocols
  • 6. Ability to store attached files for most documents and configuration guides
  • 7. Advanced service for selective replication of work database data to its copy

The result of implementation: compliance with the requirements of tax legislation on the disclosure of tax reporting indicators for all taxes, fees and insurance premiums calculated by the taxpayer, within the framework of tax control in the form of tax monitoring. In future plans - in the development of the internal control system.

Memorandum of Rosseti and 1C on strategic cooperation in the field of IT

On June 6, 2019, PJSC Rosseti and 1C signed a memorandum on the development of strategic cooperation in the field of information technologies on the 1C:Enterprise 8 platform. The document was signed by Konstantin Mikhailik, Deputy General Director for Operations of PJSC Rosseti, and Boris Nuraliev, Director of 1C.

One of the most important areas of development of the Russian Networks company (PJSC Rosseti) is the optimization of the holding management system. To solve this problem, Rosseti continues to increase cooperation with the Russian manufacturer of enterprise management systems - 1C.

As of June 2019, a number of subsidiaries and affiliates of Rosseti and their divisions are already using various solutions on the 1C:Enterprise 8 platform to support their business processes. Projects for their implementation allowed the specialists of 1C and its partners to accumulate the necessary industry experience and expertise. The solutions and management practices developed as a result of these projects will be used to create a corporate template solution for centralized management of personnel, finances, and sales processes of the holding. An important role in the decision was played by the fact that the presence of an extensive network of qualified 1C partners allows us to count on effective deployment and support of the system throughout the country.

An important area of ​ ​ cooperation is the automation of tax monitoring in terms of piloting the new standard functionality "1C: Holding Management." The standard functionality will reduce the time and cost of ensuring information interaction with the tax authority.

To implement the program of projects within the framework of Rosseti, a competence center for solutions based on 1C:Enterprise 8 is being created. The agreement also involves the creation of a coordination council and a general architectural and methodological working group.

2015: Cooperation between Rosseti and 1C in the field of building a unified management system for subsidiaries

In October 2015, Rosseti and 1C signed a general agreement on cooperation in the field of building a unified management system for subsidiaries and affiliates (subsidiaries) of PJSC Rosseti on the 1C:Enterprise 8 platform.

Platform 1C belongs to one of the basic platforms for automation of management of enterprises of PJSC Rosseti. Subsidiaries of Rosseti use various solutions on the 1C:Enterprise 8 platform to support their business processes. Effective decisions and management practices obtained in the course of work will form the basis of the unified management system being created.

The agreement involves the development and implementation of a program of projects in three main areas:

  • unification and standardization of business processes of subsidiaries and affiliates, management methodologies and practices, as well as technologies for automating business processes of companies. Creation of a single industry solution of the Rosseti group of companies on 1C:Enterprise 8 platform;
  • improving the efficiency of subsidiaries and affiliates by setting standard business processes and replicating a single industry solution to the enterprises of the Rosseti Group, implementing the individual needs of enterprises within a single solution;
  • improving the efficiency of the holding as a whole, ensuring transparency and comparability of reporting information from various subsidiaries and affiliates by integrating unified industry solutions with the holding's consolidated corporate reporting system based on 1C:Enterprise 8.

To implement the project program, PJSC Rosseti plans to create a special competence center for solutions based on 1C:Enterprise 8. The agreement also involves the creation of a coordination council and a general architectural and methodological working group.
