Biography
Pavel Livinsky was born on February 19, 1980 in Chelyabinsk in family of government employees. His father worked in the city administration, and mother – in regional executive committee.
Spent the childhood in the hometown. In the late nineties Livinsky's father was invited to work to the capital, and the wife with children moved together with him.
Education
In many articles of Livinsky call "the hereditary power engineering specialist". It is not quite right. Pavel Livinsky by training not the power engineering specialist, but manager.
In 2001 he graduated from economics department of MSU.
In 2003 received the master's degree in "management".
Career
Throughout the career Pavel Livinsky acted as the crisis managing director, than "the strong business executive" more often.
2006: A beginning of the career in the capital
The first really serious appointment of Livinsky took place in 2006 when he became the deputy CEO for development and rendering of services in JSC Moscow City Electricity Distribution Company.
The recent blackout costing to the capital nearly 2 billion rubles showed the imminent problems long ago: lack of power and high wearing of infrastructure. Severe times required serious solutions, and Livinsky came into the view of media already soon. On its initiative for reduction of a capacity shortage in Moscow reform of technology accession was undertaken. If earlier builders and industrial enterprises built power infrastructure for the objects, then now power engineering specialists were responsible for all process of accession. New practice allowed authorities of the capital to control quality of the built power infrastructure.
Then Livinsky worked as the Deputy CEO for work with clients and technology accessions in JSC Moscow United Electric Grid Company (enters into Rosseti).
2011: CEO of OEK
In 2011 the young head was noticed in the capital mayor's office and invited to a position of the CEO of JSC United Energy Company belonging to the Government of Moscow. At that moment OEK was in a transformation phase: if earlier this structure was just a holder of a part of the city power infrastructure leased to MOESK, then after failure from the idea of merge it began to work as the full-fledged electric grid company.
Such projects as building of reserve inputs in more than one thousand apartment houses, laying about the pyatist of kilometers of the feeding and distribution 20kv-power networks, the beginning of construction of the second Moscow power ring, the Russia's first Command center by networks, substations of Abramovo, Trunk and Hertzian contact a surname of Livinsky during this period.
2013: Head of Department of fuel and energy economy of Moscow
Since 2013 Pavel Livinsky was appointed the Head of the Moscow Department of Fuel and Energy. The same year the lighting system of the center of Moscow for which the department selected not less than 7.5 billion rubles was under his supervision changed.
Within the program of reorganization of Moscow started in 2015 "My street" initiated installation more than 300 lamps and a turn of communications from airspace under the earth. Lighting was also set on outgoing highways. In parallel on all capital the campaign for lighting of territories at apartment houses, social objects and park zones was waged. In the same 2015 Livinsky also reduced the term of connection to power networks for several customer groups to 90 days (there was twice more). In total for 4 years of work of Livinsky light lit up in 16 thousand yards.
Several times Livinsky entered the ratings of the youngest high-ranking public servants of Moscow.
2017: CEO Rosseti
In September, 2017 it is appointed the CEO Rosseti. A key problem with which the management of the company passed to Livinsky there was high wearing of assets.
Digital transformation
It is no wonder that the main project of Pavel Livinsky – digitalization of the industry which he is going to carry out within 11 years. Pavel Anatolyevich means upgrade of infrastructure and business processes in the company on the basis of the advanced digital technologies, such as predictive analytics, Big Data, artificial intelligence and many other things by digitalization. At the same time digitalization as Livinsky explained, it not just management of networks of the dispatching centers and automatic accounting of energy, but also delegation to artificial intelligence of a big circle of tasks: from permanent redistribution of capacities for increase in efficiency of power supply to automatic response to critical and emergency situations without involvement of living employees.
The first objects of digital infrastructure were constructed in Moscow, the Kaliningrad region and Krasnoyarsk Krai.
In 2019 Pavel Livinsky announced carrying out the tender "Leaders of Power Industry" constructed by analogy with federal managerial competitions Leaders of Russia. The purpose of actions – to find professional and creative staff for digitalization project implementation.
Long-term rates
For digitalization financing Rosseti advanced the bill of long-term rates which in the summer of 2019 was signed by the President of Russia. The idea of this law — in an opportunity to set firm rates from 5 to 10 years: respectively, at increase in efficiency or cost reduction the company will be able to retain excesses of means now. It will allow Rosseti to plan quietly expenses on upgrade, without being afraid that regulators will force to review rates during validity period of agreements.
Consolidation of the industry
Other initiative of Pavel Livinsky — the consolidation of power supply system under the auspices of Rosseti reminding the ideas of reconsideration of reform of RAO UES also should lead to cost reduction and management personnel. It declared intention to return control over FGC UES and System operator in 2018.
At the same time integration processes are conducted also in the company "Rosseti". All regional divisions are renamed on territorial sign and more deeply built in a managerial vertical. So, Rosseti of Lenenergo became Lenenergo at the level of a brand already, and soon the sign will exchange also at the formal level.
There is redemption from regions of the local energy companies. For the last year Rosseti managed to purchase "The Izhevsk electric networks" and the Volgograd PJSC VMES. Until the end of 2020 will transfer more than 5000 gardening partnerships situated near Moscow to fixed assets of the company. The redemption from SEUK of 40.4% of stocks of IDGC of Siberia and the Makhachkala power supply networks from Dagestan is discussed.
Exercises
Other innovation in Rosseti with Livinsky's arrival — holding regional exercises. For them territories with the biggest power losses or wear of the equipment are selected. The technique is simple — in a subject for a short time frame hundreds of power engineering specialists from the whole country leave and carry quickly out work on elimination of a problem: recover the power transmission line, eliminate the expanded thickets, repair and upgrade infrastructure, install counters. According to the results of the first exercises in the Republic of Dagestan it was succeeded to reduce losses in networks by 72 million kW • h in a year to increase observability of network by 23% and for 20% to reduce the average duration of breaks of power supply of consumers. By the end of 2018 of the doctrine passed more than in 30 regions of Russia.
Financial results and other projects
As experts consider, as of August, 2019 Rosseti invest on a limit of the opportunities. Nevertheless, the first financial results of reforming of the company are already visible. For the first 6 months the company trebled the net profit – for the first 6 months 2019 it made 123.1 billion rubles.
Efforts of management of the company are directed to change of business processes for the purpose of increase in efficiency of functioning both the company "Rosseti", and all electric grid, – Pavel Livinsky said. |
At Livinsky several important infrastructure projects came to the end. Power independence of the Kaliningrad region was provided and regular power supply of the Crimea is reached.
For August 26, 2019 Pavel Anatolyevich Livinsky continues to work at a position of the CEO and to hold a post of the chairman of the board of PJSC Rosseti. In addition, he heads Boards of Directors of several subsidiary companies of holding: Lenenergo, PJSC MOESK and PJSC FGC UES. Enters into the supreme governing bodies of JSC System Operator of the Unified Energy System and PJSC RusHydro.
Public activity
Since work in the Moscow Department of Fuel and Energy participates in work of the board of trustees of Moscow Power Engineering Institute.
For August, 2019, being an active lobbyist of the power industry, enters into board of Russian Union of Industrialists and Entrepreneurs.
Interesting Facts
The small scene on an interview testifies to unprecedented interest of Pavel Anatolyevich to the industry. When at it took an interest what book he read the last, the top manager, laughing, told that it was "The innovation power industry". Having thought that the manager jokes, the journalist asked who her author. "Bushuyev Vitaly Vasilyevich" — Livinsky answered.
Hobby
Since university times is fond of soccer. Supports CSKA. Loves drama theater, prefers classical settings. Is engaged in run.
Income
Being a public servant, Livinsky reported on the income. So, in 2016 he earned 203.8 million rubles.
Awards
For participation in reconstruction MTsK was in 2017 was awarded with a medal of the Order "For Merit to the Fatherland" of the II degree. In 2019 received the Order of Honour.
Has a number of thanks of the Mayor of Moscow, Plenipotentiary Representative of the President of the Russian Federation in the North Caucasian Federal District and President of Russia.
It is awarded with departmental medals: "Marshal Vasili Chuykov", "For a sodurzhestvo for rescue", "For achievements in the field of development of the innovative technologies" (a medal of the Russian Defense Ministry), "For strengthening of the customs commonwealth".
At the head of Rosseti Pavel Livinsky also received several awards from heads of regions. Among them - the medal "For a Contribution to Social and Economic Development of the Republic of Dagestan" and "For Merits before the Chechen Republic", "For Merits in front of Moscow".
