Summed up of SO UES the results of implementation of the distributed DPC

The project provides creation of two modules of uniform geographically distributed DPC for "System Operator of the Unified Energy System" (ETRK DPC). This enterprise manages all power supply system of the country. Thousands of generators located at hundreds of power plants, tens of thousands of substations and transmission lines depending on their importance, are controlled either at the level of the region, or from one of seven dispatching centers of power pools, or of the main dispatching center in Moscow.

Technoserv creates modules of DPC for two of seven Interconnected dispatching offices - the Northwest and the East. Process of management of such complex technical system (integrated power grid) includes a huge array of continuously executed calculations of the electric modes, balances of the electric power and power, electromechanical transition processes, static and dynamic stability, overflows of power, settings of automatic equipment. These calculations are executed by specialists of SO UES using tens of specialized hardware and software systems.

In addition to hardware implementation, Technoserv performs transfer of these separate information systems on the cloud mirrored environment of ETRK DPC. It significantly increases utilization of computing powers, increases availability of information systems and, of course, increases reliability. In a project deliverable of JSC SO UES can dynamically select resources under systems, quickly develop polygons that as a result will lead to more rapid and high-quality implementation of new supervisory control systems of UES of Russia.

Project Results

On November 13, 2015 the Technoserv company announced project completion.

Implementation solves tasks:

  • the number of the server hardware used in the Main dispatching center UES of Russia and branches of the company – Interconnected dispatching offices and also operating costs and renovation of this equipment is several times reduced.
  • electricity consumption with simultaneous significant increase in computing power is reduced.
  • recovery time after failure of the information systems working in ETRK DPC is in most cases reduced to zero.
  • the foundation for virtualization of real-time systems is laid.
  • the procedure of "seamless" migration of information systems in virtual environment and by that to have an opportunity of replication of solutions in branches of the company – Regional dispatching offices is fulfilled.

"Reliability of IT infrastructure has basic value for accomplishment of functions of JSC SO UES. The company has the unique technology structure which is responsible for continuous positive control of electrical power operation modes of UES of Russia and executing a number of key processes on ensuring work of wholesale markets of the electric power and power, the market of system services and also development planning of an integrated power grid, - Gleb Ligachev, the CIO of JSC SO UES reported. - Creation of geographically distributed modules of a corporate data processing center in branches of JSC "SO UES" Interconnected dispatching offices for increase in fault tolerance of information systems of the company was a project objective. Cost reduction on computing infrastructure and increase in efficiency of use of computing resources due to virtualization of information systems in new DPCs became an important project task".

Effect of implementation

On September 25, 2017 the Technoserv IT company announced creation of a uniform geographically distributed monitoring system of IT infrastructure within the JSC System Operator of the Unified Energy System enterprise (SO UES, System operator). The monitoring system covers more than 1.5 thousand infrastructure facilities and 100 IT systems of SO UES.

The websites monitoring systems of IT infrastructure are installed in all branches of the ODU level (Interconnected dispatching offices) and on a centralized basis obtain state-of-health data of IT infrastructure and information systems from all branches of the RDU level (regional dispatching offices) of the operational zones. In addition to monitoring of objects of IT infrastructure, the status of a status of key information systems (IT services) on the basis of in advance described resource and service models forms. Information on a status of key IT services collected at the level of ODU branches is lifted to the level of the main dispatching center (MDC), allowing to watch quality of work of the main management information systems in real time.

In addition to condition monitoring, a monitoring system - the tool of the preventive analysis of possible accidents, their operational prevention. It is implemented by means of automatic detection of the prime cause of failures and degradation of a status of objects of IT infrastructure and IT services.

Our global project on creation of a single system of monitoring of the System operator was separated into several consecutive stages. Within the first two approbation of two architectural options of creation was performed – as our installation is one of the largest in Europe. As a result of the choice, we had an opportunity of replication of the solution in RDU branches by forces of specialists of ODU. According to the results of the third stage of implementation completed recently, the Single system of monitoring are unrolled in the Main dispatching center, all seven ODU and in one of RDU of each operational zone ODE. Thanks to such approach and high-quality implementation in pilot RDU, specialists of System operator conduct further replication of the solution by own efforts.

Specialists Technoserv completed three phases of creation of a single system of monitoring on the basis of the CA Technologies software products. Resource and service models are developed for status monitoring of information systems (IT services). Their use allowed to automate problems of calculation and impact assessment of accidents at the level of infrastructure for work of business applications of the enterprise.

The effect of the solution implemented Tekhnoserovy became noticeable at once – the response time of IT personnel of JSC SO UES was reduced by abnormal messages, terms of localization and primary diagnostics of faults. It led to decrease in a downtime of IT systems in general. Thanks to uniformity of information on a status of IT infrastructure and data availability from the single console of a monitoring system, regional specialists can receive the operational help from administrators of the higher dispatching center.
