Sberbank did not entrust development of a CRM-application to the IT companies. Will make
Sberbank is not going to announce repeatedly competition at the choice of the contractor for development of mobile application "Mercury", and will create it by own forces, bank representatives in December, 2015 told TAdviser.
IT - "subsidiary" of Sberbank will be engaged in development - SberTech specified in bank. The company has experience of mobile application development. In SberTech gave TAdviser a couple of examples of the known applications for external clients of own development: these are mobile applications "Sberbank Online" and "Sberbank Business Online" for platforms iOS, Android and WindowsPhone. Also the company developed a number of applications for internal users, added in SberTech.
In parallel with development of "Mercury" Sberbank carries out purchases of iPad tablets for field employees who will use this application. Sberbank told TAdviser that in it is in total going to buy 4 thousand tablets. Within the first purchase which is carried out at the beginning of December[1], Sberbank will receive 682 tablets for 27.4 million rubles.
Failure from purchase
In October, 2015 Sberbank made the decision to refuse purchase of services in development of mobile application "Mercury". In the protocol of the decision of the commission this results from the fact that any of the participants who submitted the application for tender does not conform to the threshold and qualification requirements stated in the tender documentation.
So, among the reasons for which the requests Bell Integrator, CDC and AT Consulting – lack of experience of mobile application development at them for the banking sector and FMCG were rejected. Besides, the companies "fell short" of the threshold number of the developed iOS applications and Windows. The request of Hyperboloid was comprehended by the same fate because the company offered the payment terms of the performed works which are not corresponding to the tender documentation.
The request of IBM did not suit Sberbank with the fact that the company suggested to enter additional conditions to the contract with the customer as obligatory for execution of works. One of them – inclusion in the agreement of the liability limit of the contractor. The second – inclusion in the agreement of the anti-corruption clause. From the protocol it is possible to draw a conclusion that it is about earlier approved anti-corruption clause which is contained in the additional agreement to the memorandum of understanding between IBM and Sberbank which the parties signed in February, 2015.
IBM refused to answer questions of TAdviser of the anti-corruption clause. Sberbank could not provide comments at the time of the publication of material, including – the answer to a question whether repeated purchase execution is planned.
To state procurements in open sources it is possible to find examples of similar clauses in agreements. So, for example, in one of purchases of software of IBM for Russian Post the anti-corruption clause orders to the parties at obligation fulfillment under the contract and to affiliates not to perform the actions qualified by the law as giving or taking of a bribe, commercial bribery. In the same place it is offered in case of emergence at the party of suspicions that there occurred or can be a violation of any provisions of the clause, notify on it other party in writing.
Tender on application programming
In August, 2015 Sberbank[2] announced an open competition[3] at the choice of the contractor for development of mobile application "Mercury".
In Sberbank explained TAdviser that in the application CRM functionality should be implemented, and field employees of the bank will use it. Sale and support of salary projects of Sberbank belongs to their duties. CRM which is used in Sberbank is created based on the solution Oracle Siebel, it is one of the largest CRM projects in Russia.
The starting price of purchase was about 61 million rubles. Bids were submitted by five companies:IBM,AT Consulting,Bell Integrator and developers of mobile solutions CDC and "Hyperboloid". The smallest price of execution of works was offered by AT Consulting (about 30 million rubles).
