2020: All websites of state agencies of Kazakhstan are transferred to the platform
In June, 2020 it became known of translation of sites of state bodies of Kazakhstan into the Single platform of Internet resources of state bodies (EPIR GO). So far migration is made concerning resources of 17 ministries, 48 committees and 10 local executive bodies. Until the end of 2020 all websites of state agencies will be connected to this system.
On EPIR GO sections for all state bodies taking into account their structural and territorial subdivisions in which work on filling of content is continued are created. On the portal there are about 900 sections.
According to developers, the uniform design with the updated structure, convenient navigation and information simplified by giving considerably facilitates its search. News of state bodies, reference information, documents, t. and. are available on a single platform without transition to other resources. Using Vopros-otvet service users can ask questions to state agencies without use of the electronic signature and receive answers to EPIR GO.[1]
The main information on state body and its structural division is published in open access, on their official Internet resources. However the quantity of such websites began to be calculated by hundreds , for example, it is the websites of the ministries, their committees and departments, the websites of akimats of areas, cities, areas, villages and other departments. EPIR GO integrates all websites of state agencies and became uniform a window of obtaining information and interaction of the population with them.
By the end of June, 2020 work on upgrade functionality of the platform and transfer of services of state bodies is continued.
Task until the end of the current year are 100% integration of information systems of state bodies and rendering not less than 90% of public services online — the minister of national economy Ruslan Dalenov at a meeting of the Government said on June 30. |
He added that 344 integration of information systems of state agencies are implemented.
2019: Declaration of start of the platform
At the end of November, 2019 it became known of the forthcoming start in Kazakhstan of a single platform of Internet resources of state bodies. It, as expected, will save up to 2 billion tenges ($5.22 billion) of budgetary funds, the minister of digital development, innovations and the aerospace industry Askar Zhumagaliyev said.
According to him, start of the platform will take place until the end of 2019. In November there underwent preparatory work from the Ministries of Foreign Affairs, internal affairs, defenses, justice and Committee of national security.
It is supposed that the new website will cut down the expenses selected for development and maintenance of information resources and also will provide standardization of information placed by state bodies on the official Internet resources. The single platform will allow citizens to submit more quickly the addresses and to control the course of their consideration.
The minister reported that by the end of 2019 the works on increase in number of electronic services up to 80% will be completed (580 state services from 723). In the 2020th it is going to increase a share to 90%.
For effective implementation of advanced technologies in 5 ministries "digital" vice-ministers were appointed: in health care, education, the social and labor sphere, digital development and tax customs service. Besides, Offices of digitalization in the central and local state bodies are created, – Askar Zhumagaliyev told, having added that by November, 2019 it is going to appoint three more "digital" vice-ministers: in the ministries of the industry and infrastructure development, power and internal affairs. |
He also noted that at the end of 2018 Kazakhstan took the 39th place in the rating of the UN by the index of development of the electronic government (the eighth place in Asia) and also the 26th place on the online service indicator.[2]
