2021: Creation of GIS SSPb "Unified Information and Analytical System of Budget (Accounting) Accounting"

Project Goals and Objectives

• Creation, development and maintenance of the state information system of St. Petersburg "Unified information and analytical system of budget (accounting) accounting."
• Ensuring the performance of the functions and powers of the St. Petersburg Finance Committee as defined by the Regulation on the St. Petersburg Financial Committee.
• Achievement of the objectives and implementation of the activities of the subprogramme "Improving the quality of provision of public services and performance of state functions" related to current expenses, the state program of St. Petersburg "Improving the efficiency of public administration in St. Petersburg," approved by the decree of the Government of St. Petersburg.

Situation before the start of the project

Prior to the start of the project to create the state information system of St. Petersburg "Unified Information and Analytical System of Budget (Accounting) Accounting," accounting in St. Petersburg institutions was not conducted in a structured manner, in various 1C products and third-party software products. The budget (accounting) process had low efficiency of management decisions and high costs for maintaining budget (accounting) accounting and reporting. Centralized accounting and consolidated reporting were carried out manually.

Solution Architecture and Project Scale

The EIASBU GIS is based on the following solutions:

• accounting - "1C: Budget Institution Accounting";
• personnel accounting, calculation and payroll - "1C: Payroll and personnel of a state institution";
• Planning and Financial Management - 1C: Planning and Financial Management for Government Institutions;
• information interaction - IT-GURU;
• Financial and accounting information and analysis system.

The system is deployed in the CIS RDPC St. Petersburg on the main and reserve sites. Technical characteristics of the platform: "1C: Fresh" more than 2000 areas, data more than 20 people, more than 60. virtual machines Server power is located in closed segment of network. Internet The SIS firmware is used to restrict access.

The System sets up regular backups and ensures the security of personal data in accordance with the Federal Law "On Personal Data" of 27.07.2006 No. 152-FZ.

Requirements for information security are ensured due to the architectural features of the solution based on 1C: Fresh, the architecture of server support and the use of the 1C platform, certified in accordance with the requirements of the legislation of the Russian Federation.

Project Results

• The project was implemented by a group of companies. High-performance teamwork has yielded significant results:
• The emergence of an analytical decision support system with access, including to information on the amount of average wages controlled by decrees of the President of the Russian Federation;
• Reduction of maintenance and maintenance costs due to centralization by more than 1.5 times;
• Possibility of real-time monitoring and control of financial indicators of public institutions;
• Availability of up-to-date information online for heads of state authorities in the "personal account" of the analytical system;
• Improve financial discipline and record-keeping through cross-cutting financial monitoring of all institutions.
