The Supreme Arbitration Court of the Russian Federation implements electronic archive

On March 6, 2014 it became known of implementation of technology of archive on the platform Alfresco of century Supreme Arbitration Court (SAC) of the Russian Federation. The project is implemented in 2013 by efforts of a command of integrators of the companies CROC and ITD Systems.

Project Tasks

Active development of automation of courts caused their transition to audiofixing of court sessions and video recording. By 2012 all business processes of VAS are automated: from submission of documents in court, finishing with the publication of information on legal cases of arbitration courts at first in the Electronic Guard system, then "My arbitrator".

However the number of data grew every year. The stored information is not structured properly that complicated search and operational hearing of cases. There was a problem of creation of electronic archive of materials. The principle of the organization of such archive consisted in creation of a uniform Data storage center in which, mainly in the automatic mode, data from all arbitration courts (all platforms) should be unloaded that involves a certain inner pattern, interaction interfaces and ensuring optimum convenient use of information, both for the staff of courts, and for external users.

Oleg Maydansky, the manager of projects of CROC, noted: "The purpose of creation and system implementation — providing 114 arbitration courts with the powerful industrial platform on storage and data management — documents, audio-and videos also we designate. Consolidation of these materials in uniform archive — only a part of tasks. It was in addition necessary to implement their reliable and long-term storage, a possibility of convenient and quick access to case papers for courts and different instances in which this case is considered and also to provide a possibility of providing the aggregated information on matter in the Internet".

Project Progress

The solution is created on the Alfresco Enterprise platform. Flexible, convenient integration opportunities will allow to implement in the long term automatic transfer of electronic materials of affairs from geographically distributed arbitration courts in a uniform Data storage center.

Specially developed agent provides data collection from file resources of courts (ftp/smb/nfs) in automatic (on the set schedule) or manual (at the command of the administrator) the mode. Together with policy of auto eject of metadata the agent allows to provide "smart capture of data" from the separate systems.

Project Results

The project is implemented in six months.

"CROC works with arbitration courts since 2000 and is well familiar with the technological solutions used by the customer. Approval of structure of storage and the web interface — the standard moments of similar projects. It is important to note that this project — centralized, with the only place of installation therefore from the Supreme Arbitration Court only the staff of Management of informatization and communication participated in it. They will define further service regulations of a system. Ahead the beginning of its operation and replenishment by data from the applied systems operated in arbitration courts of the Russian Federation", - Oleg Maydansky told.
