2024: Implementation of MIS qMS

As reported, the Surgut District Clinical Center for the Protection of Motherhood and Childhood receives up to 10,000 births a year. There are several areas in its structure: Consultative and Diagnostic Center (CDC) and Obstetric Hospital, Obstetric Departments of Pregnancy Pathology and Pediatric Departments, annexed in September 2023.
The first stage of informatization of the center's business processes was the introduction of the qMS laboratory information system in 2022. The SP.ARM team configured the integration of the LIS with the medical system used at that time in the clinical center, connected 30 analyzers and prepared drivers for the rest. Before the implementation of the IIA, the customer team held many working meetings and negotiations, analyzed the systems presented on the market, worked out the main operational issues and capabilities of the selected solution. The project for the implementation of MIS qMS started in December 2022.
It was decided to launch the system in the clinic in two stages. First, the Consultative and Diagnostic Center (CDC), a day hospital, a department of paid services and a department of organizational and methodological work were connected to it. At this stage, an electronic schedule, an infokisk and a patient's personal account were immediately launched. The second stage was the launch of the obstetric hospital. During the launch, clarifications were made and the system was adjusted. In addition to the basic functionality, the functionality "Medicines" and "Warehouse" were connected, as well as the ability to upload registers of compulsory medical insurance accounts to the territorial fund, etc. The children's hospital as part of the children's hospital was launched by the employees of the center themselves, who underwent the necessary training.
Another big task at the beginning of the project was to minimize financial losses when switching to an updated information system. Doctors had to not only learn how to work in the system, but also correctly keep the documentation that must be transferred for payment to TFCMI, insurance companies and the patients themselves for cash.
A formalized description of the business processes studied in the clinic, developed specifically for MIS qMS implementation projects, made it possible to quickly work out many emergency situations under the project.
Training of end users and subject administrators was carried out during the launch process, including in a remote format. Specialists trained in groups, directly at the places of work with the information system.
Already at the end of 2023, the Surgut Center for the Protection of Mothers and Children moved to the escort stage. The introduction of MIS qMS allowed the medical institution to keep records of clinical and expert work in electronic form, reduce paper costs by automating the main processes of working with medical documentation, monitor the quality of the center's work and receive expert opinion in the shortest possible time. Also, thanks to the use of MIS, reporting on the work of the ART department was automated, end-to-end accounting of the movement of biomaterial and the operation of the cryovessel was launched, and specialists can access the database of clinical recommendations directly in MIS.
With the transition to the qMS information system, we noted a decrease in the number of undesirable events and errors associated with the human factor. Several times during the project, we changed the roadmap and all plans, but dividing the launch into two stages turned out to be a good solution, since our team was able to come twice, allocate its own resources and resources of doctors, and the customer's IT specialists were able to get the necessary experience. This allowed them to independently, without our full-time presence, launch branches working with EMR. The clinic plans to provide automatic information transmission of 100% structured electronic medical documents (SAMD) to VIMIS AKiNEO and RAMD using the IIA. The center also plans to launch qMS in other departments, introduce the functionality of "Clinical Recommendations," organize personalized registration of medicines and undesirable events, and also switch to electronic document management.
