2017: Creation of a system of intellectual video surveillance of categorized objects

In 2015-2017 the Ensys Technologies company executes the project on creation of a system of intellectual video surveillance of categorized objects of Moscow Metro. In more detail about the project here.

2015

The Board of Directors of Rostelecom and SUE Mosgortrans approved in October, 2015 the agreement on equipment of lobbies and metro stations surveillance cameras. About it Gazeta.ru was told by the press secretary of Rostelecom Andrey Polyakov.

The video surveillance system will allow to raise the security level of passengers of the subway considerably. Video cameras will be able to fix persons and will have an opportunity of biometric identification. Rostelecom will be engaged in preparation of infrastructure of the subway and ensuring installation and construction works. The starting price of the agreement is 3.7 billion rubles.

The different companies will be able to participate in the tender for accomplishment of directly technical part of works till November 9. It is already the second tender from the management of the Moscow subway for video surveillance installation, the first passed in March and was nullified upon the demand of Federal exclusive service as the complete project documentation was not published.

Tender on accomplishment construction and balancing and commissioning

In October, 2015 the Moscow Metro announced competition on accomplishment construction and balancing and commissioning on equipment of objects of the subway the system of intellectual video surveillance[1]. The starting price of purchase was nearly 3,689 million rubles.

Nature of works

According to the technical project the contractor of the project had to within 330 days in lobbies 188 of metro stations install technical means of a system of intellectual video surveillance. On posts of transport security of stations and in the situational center the automated system jobs had to be organized, In Addition, it was required to create switching nodes for collecting of the arriving video data and also to construct and equip a data processing center in the territory of Pechatniki electrodepot.

A system had to provide survey video surveillance in lobbies of stations, have video analytical potential with functions of automatic detection of emergency situations and automatic display of the place of a disturbing situation.

System architecture had to provide further building of functions, including due to adding of opportunities of automatic biometric identification, automatic identification of "free riders" and persons of the violators entering the list.

In total within the project about 450 survey and 5 thousand situational video cameras had to be installed.

Project Results

The results of tender were summed up in November, 2015. 4 applications from the companies"Ensys Technologies", "Rostelecom", "Gazprom avtomatizatsiya" were submitted for tender and Federal State Unitary Enterprise Sveko FSO of Russia. However, only one enterprise "Sveko" was allowed to participation. Other offers were rejected. In the protocol of consideration of requests it was told that they did not answer tender conditions as they contained violations of requirements of documentation.

As reported Vedomosti[2], in connection with such solution Rostelecom and Gazprom avtomatizatsiya addressed with the complaint FAS. According to the representative of Gazprom avtomatizatsiya, the request of the company was rejected on formal sign therefore she petitioned for canceling of results of biddings and issue to Moscow Metro of the instruction to eliminate the violations allowed when carrying out tender. The offer of Gazprom avtomatizatsiya was cheaper, than at Sveko, however, rejected this FAS and the repeated complaint, the representative of the company told.

The winner of purchase became Sveko, the cost of the agreement was 3633 million rubles.

Third-party contractors

In the spring of 2016 of Sveko signed the agreement with Aquarius PC company on accomplishment construction and balancing and commissioning on the project in the Moscow subway[3]. The cost of the agreement appeared for 73 million rubles less initial contract between Sveko and Moscow Metro.

2014: Optima

On September 23, 2014 the press service of Optima company announced completion of works in a video surveillance system implementation project at the Spartak station of Moscow Metro. 2013: Tender on development of the project documentation of ISVN

At the end of December, 2013 tender on development of the project documentation on equipment by the system of intellectual video surveillance (ISVN) of categorized objects SUE Moscow Metro took place. Contract amount was more than 387 million rubles. These are only 10% of the total amount which is about 4 billion rubles, selected from the federal and city budget for implementation in Moscow Metro of the most up-to-date ISVN. It is the most ambitious project on video analytics in terms of technologies and the budget in Russia and the CIS.

Since the middle of 2012 at many stations of Moscow Metro pilot implementations of intellectual video surveillance of different Russian and foreign vendors, for the purpose of demonstration of opportunities and assessment of their applicability in the conditions of the capital subway were carried out. On the basis of data retrieveds, the subway prepared technical specifications on development of the project documentation on equipment by the system of intellectual video surveillance of 188 stations, 15 depots, tunnels, power substations, operations control rooms by the movement taking into account the security levels for different categories of objects of the subway, a modern video surveillance system. According to technical specifications, in addition to internal services of the subway, external users from divisions of departments of FSB of Russia, the Ministry of Internal Affairs of the Russian Federation, the Ministry of Transport of the Russian Federation, Emercom of Russia and also, according to the Government decree of Moscow of February 07, 2012 No. 24 will be connected to the system of intellectual video surveillance, a system will be connected to ETsHD Governments of Moscow.

The system of intellectual video surveillance will integrate in itself six main subsystems

At the moment, any company in the world is not capable to solve independently such huge list problems in this connection the intelligent system of video surveillance of the subway will consist of solutions of different suppliers, but nevertheless to represent a whole in which all subsystems interact with each other.

Basis for integration of the equipment and the software of different suppliers is the international standard ONVIF. For the first time in the history of the state projects of such scale, ONVIF it is stated in technical specifications as the mandatory requirement. It is supposed to use ONVIF for broadcast of live and archive video, metadata and events of video analytics and also for centralized operation by all components.

Comparison of information obtained from survey video surveillance, biometric and situational video analytics will allow to reveal illegal acts in the automatic mode, to fix violators and to check them on bases of search. And also to predict a route of their movement for implementation of detention by security service. For accomplishment of these tasks cameras of two types, for survey and situational video surveillance – the IP camera, and for biometric video surveillance – the camera of machine vision will be used.

The information and analytical subsystem also plays an important role, daily capital subway misses more than 8 million passengers. Receiving statistical data about distribution of passenger traffics will allow to correct work of escalators, intervals between trains, work of cash desks and service staff.

Thus, the intelligent system of video surveillance should solve not only a problem of increase in safety of transportation of passengers, but also to become the management tool of work of all subway.

According to "The system of categorization of objects on degree of potential danger and terrorist vulnerability" SUE Moscow Metro belongs to the First category and imposes strict requirements to video analytics accuracy figures on an object.

In technical specifications the test procedure and estimates of the actual accuracy figures of video analytics is not described. Probably, terms of reference developers rely on a technique of the most large-scale tests of video analytics which are carried out at the Novokosino station.

For justification of placement of cameras ISVN, assessment of accuracy figures of video analytics and an exception of a dead band it is supposed to carry out three-dimensional modeling of objects of the subway and areas of coverage of cameras. The Moscow Metro is so populous that inevitably daily identification by video analytics of a huge number of events. Some events do not require flash-like reaction of personnel of the subway and external services, but there is also other event category, for example falling of the person on rails or detection of the dangerous criminal. First of all to react to the most important, being urgent events, the priority scheme (ranging of events) will be provided in the system of intellectual video surveillance.

The priority of an event can depend on different signs: like an event, a zone of observation, accuracy of recognition, range of an object and others and also from a combination of these factors. And for different categories of users a priority will be different as each service has the area of responsibility.

For operational obtaining information on disturbing events, the patrol services exercising control of order in the territory of the subway and also other staff of the subway will be equipped with mobile terminals. On them operational notifications on the disturbing events requiring quick response including, about emergence of the persons which are of interest to patrol will arrive. At detection of such person the system of intellectual video surveillance will define a possible trajectory of its following and to send the notification to mobile terminals of the dresses which are in close proximity to this trajectory. In the notification the photo of the recorded person, time and the place of its detection and also the reason of drawing attention of patrol and the instruction for actions will be displayed. Delivery time of a disturbing event on the mobile device will make no more than 10 seconds, and information transfer will be is performed by means of wireless Wi-Fi of access points and using GSM 2G\3G networks.

Of course, the Moscow Metro still should do a great job on preparation of regulations and personnel training, and it is not clear yet as the subway will use the created infrastructure, all documentation on the system of intellectual video surveillance is focused on technology. But that ISVN much will increase security and quality of work of the subway there are no doubts.
