The T Plus energy company makes the redemption used on a subscription (Enterprise Agreement Subscription, EAS) licenses softwares of Microsoft. The initial amount of the open request for proposals on the redemption of licenses announced on March 22, 2016 was 230 million rubles[1].
Products Windows and Windows Server Office Visio Exchange Server SQL Server SharePoint , etc. are redeemed. Most of all licenses of T Plus purchase on professional versions of the operating system and the office suite (ProDsktpwMDOP ALNG LicSAPk MVL) - more than 15 thousand pieces. In total more than 20 thousand licenses are redeemed.
Conditions of the EAS program assume providing the right of temporary use of software of Microsoft (on the duration of the agreement). Obtaining permanent licenses upon termination of the duration of the agreement is possible only in case of the redemption of the license (i.e. commission of additional payment at the end of operation of the agreement, before its termination).
Thus, upon termination of the duration of the agreement EAS three options of succession of events - uninstallation of software of Microsoft, the redemption of the permanent license (buy out), prolongation of the agreement for three years are possible.
In case of the redemption of the permanent license the cost is determined proceeding from the cost of the annual payment increased approximately by 1.75 times by the price list existing on order date on the redemption[2].
The companies took part in open request for proposals "USP Compulink", Softline Trade and Comparex. All of them suggested to render services in the price much above maximum, initially set by the customer - from 315 million rubles to 342 million rubles the Customer carried out rebidding according to the results of which the bottom price - 309.1 million rubles - was offered by Comparex.
After that T Plus refused open request for proposals and announced purchase at Comparex as at the only source at the price which was offered by the company. In documentation to this purchase it is mentioned, "existence of urgent need for products in this connection holding other procedures creates risks for timely and complete satisfaction of needs of the customer". The chief information officer of T Plus will have to hold negotiations with Comparex regarding refining of volumes and reduction in cost of the offer.
