Situation Center of the Governor of the Penza Region: a successful example of digitalization of the region

Project prerequisites

Modern Situation Centers are an important element of digitalization of regions. They are created or upgraded taking into account the current requirements for their functionality, as well as in accordance with regulations in the field of import substitution.

On the functional side, the information and analytical systems of the Situation Centers should be integrated with various data sources (for example, with regional and federal information and analytical systems) for collection, monitoring, forecasting, and decision-making. They contain advanced tools for monitoring and analysing the targets and overall situation for the development of territories, for assessing the implementation of projects of priority for the region and the implementation of national programmes. The analytical toolkit of the Situation Centers should also create short, medium and long-term forecasts of the development of the region, including taking into account possible risks and threats.

On the formal side, the creation of Situation Centers is regulated by regulatory acts in the field of import substitution, as well as by the decree of the President of the Russian Federation "On the formation of a system of distributed situation centers working according to a single regulation of interaction."

Decision

The modern stage of solving the problem of creating the Situation Center of the Penza Region is built in accordance with the following principles of the information and analytical system: compatibility with other software complexes, integration with various data sources, system readiness to process large amounts of data, including using advanced data analysis technologies.

Project Results

"Forsyth. Analytical Platform "has powerful tools for analyzing data, including for building predictive models. It is used to solve large-scale analytical problems in state-owned companies and organizations of the commercial sector. This product stack made it possible to create an effective information and analytical system in which up-to-date data from regional information systems, Internet portals and social networks will be aggregated.

The main functionality of the IAS of the Situation Center of the Penza Region:
1. Collection and accumulation of data characterizing the areas of activity in the region.
2. Data processing, verification and preparation.
3. Creation of analytical panels for presentation of values of indicators characterizing various activities in the region. Visual representation of data in the form of charts and maps.
4. Forecasting the values ​ ​ of indicators characterizing the activities of the region.
5. Modelling of scenarios of development of processes of implementation of various types of activities in the region.
6. Ensuring information security during data processing and transmission.

The system has been implemented, its integration with the Geographic Information System of the Penza Region has been completed, at the moment it is being integrated with regional information systems. The system will be used by the Penza region leadership to plan and analyze the results of the region's activities, formulate and make management decisions. It will allow monitoring the processes for the implementation of the regional budget, the results of enterprises agriculture (one of the key areas of development of the territories of the Penza region), as well as assessing crime indicators.

The situation center will be used to compare planned and actual indicators characterizing the results of activities of the Penza region and regions, and will allow predicting indicators in all areas of activity of the region.

The development of the first stage of the information system for the Situation Center of the Penza Region has been completed, work panels have been configured and are used for weekly monitoring of a number of indicators by regional leaders. Among the users of the Situation Center are the governor of the Penza region, deputy governors, heads of executive bodies of state power and their subordinate institutions. The functionality of the Situation Center will continue to develop in 2020 and in subsequent years.
