The Tyumen region duma automates document flow

On August 18, 2014 it became known of the complex project of creation of a document management system on the platform EDMS "CASE" of century To the Tyumen region duma. Software providers and contractors of the project Program-service of LLC, Doksoft LLC.

Project Tasks

Main goal of the project in the Tyumen region duma - the organization of electronic document management of all divisions of the Duma and all documentary processes. Participants of the created system are workers of the device, deputies, their assistants.

The electronic document management system "CASE" should solve a number of key problems:

• reduction of paper document flow;
• acceleration of the movement of documents at the expense of the automated technology of mailing of documents and instructions, electronic approval and signing of draft documents;
• optimization of document flows, exception of returnable movements of the documents which are not caused by business need;
• improvement of processes of control of execution of documents and instructions;
• ensuring quick search and viewing documents and instructions according to access rights;
• ensuring remote access to documents of region duma;
• ensuring operational preparation of certificates of execution of documents and instructions;
• increase in safety of documents;
• ensuring operational preparation of reports on document flow;
• reduction of the costs connected with replication of documents.

According to the results of the analysis of the document flows and processes connected with registration and the movement of documents the need for the software and the strategy of implementation is defined. In total 338 licenses EDMS "CASE" and "DELO-Web", the additional options "Line Scanning", "Scanning", "Electronic Signature and Enciphering", "Automated Workplace of the Head", 307 licenses for the Monitoring of Documents application are purchased (it is developed by the company KS-Consulting). The purchased licenses completely closed requirements Dumas and allowed to provide access in EDMS all divisions, deputies and their assistants.

Project Results

During the project assigned tasks are solved. Results of implementation of EDMS "DELO":

• automation of the general office-work of region duma;
• organization of electronic organizational and administrative document management of region duma;
• automation of office-work on work with citizens' appeals in region duma;
• ensuring access to documents, including deleted, deputies, assistants to deputies, heads and the staff of region duma;
• ensuring interaction with the Uniform interdepartmental electronic document management system of the Government of the Tyumen region (EMSED).

For August 18, 2014 EDMS "DELO" in the Tyumen region duma operates normally operation.
