In mid-December 2025, it became known that the State Treasury Institution (GKU) of the Komi Republic "Road Control" sent a lawsuit to the Arbitration Court against PJSC Rostelecom due to an inoperative weight and size control system deployed on the roads of the region. The equipment has not been functioning properly for about three years.

Six weight and size control complexes were created by Rostelecom as part of a state contract worth 475 million rubles. The weight and dimensional control system consists of special mass sensors built into the road surface and laser detectors installed on metal supports above the road. The equipment is designed to automatically determine the dimensions and weight of passing vehicles. In addition, the system estimates axial loads, the number of wheels on the axle, as well as the type of machine. In case of exceeding the permissible parameters and in the absence of a special permission, the complex automatically generates materials for further issuance of a decision on an administrative offense.

In accordance with the agreement, Rostelecom leased the weight and size control system to the Komi authorities for the period from 2018 to 2023. However, all established control points lost their functionality from April 17, 2019 to January 29, 2021 and were in a non-working state as of mid-2025. On this basis, according to CNews, GKU RK "Road Control" demanded that Rostelecom pay a penalty of 264 million rubles.

Rostelecom, in turn, claims that the weight and size control system failed due to improper quality of the road surface in the equipment placement areas. At the same time, it is emphasized that the authorities of the Komi Republic are responsible for the condition of the roads.[1]
