On August 4, 2014 the company AT Consulting announced creation of electronic archive of primary documents in the joint center of service of joint stock company VimpelCom on platforms ABBYY FlexiCapture and EMC Documentum, on 30 thousand employees of the company.

Project Tasks

The Joint Center of Service (JCS) JSC VimpelCom is open in Yaroslavl in April, 2013 as the separate division rendering to structural units of the company of service in maintaining a number of key business functions. By the end of 2013 OTsO passed to modern technologies of document flow. Creation of electronic archive provided operational document handling in adjacent corporate systems and also provided to the staff of OTsO the convenient tool for search and storage of acts, accounts, agreements, personnel documents.

Project Results

As a part of the solution the system of stream scanning and data entry on the ABBYY FlexiCapture platform which is precisely taking data from unstructured documents, and the system of electronic archive and routing of business processes on the EMC Documentum platform. For August 4, 2014 in a system 500 users work and it is processed up to 7 thousand pages a day.

"OTsO in Yaroslavl became the first division which uses the solution of the class ECM. Implementation of an information system optimized process of transfer of primary documents between OTsO and headquarters of the company, regions. At the same time the number of information processed in a system since launch increased twice. We are going to apply successful experience of the project in all company and to arrange work of divisions with documents. It is a good example of failure from paper document flow and one more step on the way to creation of a concept of "green office"", – Lubomir Kotsyumbas, the director of OTsO JSC VimpelCom in Yaroslavl noted.

The project began in June, 2013. All project works, including the business analysis, development, implementation, user training and trial operation, took 6 months.

"It was one of key projects on reengineering of purchasing and financial processes which demanded dense interaction of business, IT and a command of integrator. It is possible to tell with confidence that we achieved all effective objectives. The period of workflow automation of OTsO matched works on upgrade of a financial system of the company. Now we are in an active phase of transition to the modern version of Oracle E-Business Suite R12. We are going to accelerate and optimize at the expense of it processes of purchases and finance and, as a result, to react to needs of our clients quicker", – Vladimir Savkin, the CIO of JSC VimpelCom told.

For August 4, 2014 active development of the implemented solution is conducted. In plans of VimpelCom company – replication of a system on regions, transfer of all processes of document flow to a single corporate system.

"Workflow automation was performed along with formation of OTsO. New employees needed to undergo adaptation in parallel with system implementation. For the same reason dynamics of changes of business processes in OTsO in the first three months after start was very high. All this demanded from project participants of harmonious work and maximum return", – Oleg Pashinin, the director of practice of ECM of AT Consulting company emphasized.

As reported TAdviser in AT Consulting company, as of November, 2015 in a system 5 thousand users work. In the future their quantity should increase up to 30 thousand.

Project Development

On October 19, 2016 AT Consulting announced completion of upgrade of processes of management of the organizational and administrative and internal regulating documentation in the ECM system of VimpelCom on the EMC Documentum platform.

AT Consulting developed and implemented a management subsystem organizational and administrative (HORDES) and the internal regulating documents (IRD). This implementation automates a work cycle with entering (letters, citizens' appeals), outgoing, administrative (orders, orders) and internal regulating documents (codes, corporate standards, instructions, techniques and others).

Promotion action of VimpelCom, (2016)

The technology gives the chance to create routes for the specified document groups, provides the high performance of processes and the legal importance. On documents of limited access stamps with a signature stamp ("Confidentially", "It is strictly confidential") and information on responsibility for disclosure automatically treat, and all authorized persons are provided with digital signature certificates (EDS). There was a possibility of the organization of full electronic document management with external addressees, including representatives of state agencies.

For October 19, 2016 all staff of PJSC VimpelCom in all regions of Russia is connected to the module. Registration of ORD and VND is executed only in the subsystem integrated into a single corporate system of management of electronic documents. The majority of administrative and internal regulating documents are certified by the EDS and have no originals on paper carrier.

Creation of a uniform information circuit regarding administrative and corporate document flow — one of key problems of the IT direction of the company. Implementation of a subsystem of ORD and VND allows to organize effective control of terms of approval of documents, at the same time failure from paper versions increases the level of safety and confidentiality.

The project allowed the customer to unify business processes of management of documents and to transfer them to uniform EDMS. It helps to leave from separation in an IT landscape, consolidating all documentary processes in a system on the platform of one vendor. The solution substantially optimizes organization activity, allows to reduce temporary and administrative costs.
