In October, 2020 the authorities of Sverdlovsk region ordered a blockchain system for vote. The cost of the contract, information on which is posted on the website of state procurements, is 7.2 million rubles excluding VAT.
As reported in the document, the open system of the distributed data storage with access isolation to the stored data with the following three-level scheme should be created:
- server nodes of a blockchain;
- user nodes of a blockchain (optionally);
- client jobs of users.
Process of vote is made out in a system in the form of separate transactions of a blockchain. Each such transaction does not may contain personal data of the voter. Transaction should contain the hash created on the basis of data of the voter and ciphered on personal private key of the voter.
At system development the contractor should consider features of powers and details for four parties: observer, voter, member of electoral commission and administrator.
The customer demands that the voice of the voter was considered anonymously, and the choice was made by "an intuitive method with obligatory subsequent confirmation of this choice".
"Data on voted should arrive in real time, but to be unavailable to any user, including the administrator, until the end of vote. At the time of the end of vote results are fixed and cannot be more changed … When preserving record about vote in the database of results of elections the voice is recorded anonymously. There should not be an opportunity to find out who specifically gave vote for this alternative" , said in the explanatory note.
The following requirements are also specified. Information on the number of the voters who voted in a voting process can be available:
- for voters as of the preset reporting times;
- for members of election commissions in real time.[1]
