AstroSoft completed at the beginning of 2016 implementation of the automated control system for process of technology joining of consumers to the electric networks in JSC Yantarenergo, the electric grid company of the Kaliningrad region. The system created on the basis of "1C: Power. Management of distribution grid company 8", helped to accelerate approval of documents which are necessary for technology joining of consumers, to organize operating step-by-step control of accomplishment of requests for connection, to strengthen control of settlement. As a result it was succeeded to reduce significantly terms of preparation and issue of offers of agreements by connection and to accelerate technology joining of users to networks of the enterprise.

Daily more than 20 requests for technology joining of users to the electric networks come to JSC Yantarenergo that makes about 450 requests every month. According to each accepted request it is necessary to prepare and approve the agreement on technology accession and the specifications (S) to it and also the technical specifications (TS) including the design estimates, the list project and surveying and installation and construction works. Upon execution of works the act of differentiation of balance sheet accessory and operational responsibility (ARBP) and the act of technology accession (ATA) are made out.

Earlier terms of preparation and issue to the applicant of the agreement on technology accession to the electric networks of the enterprise made, on average, 55 days. The staff of the company had to enter repeatedly the same data, a lot of time left on turnover and approval of documentation in the company. For the same reasons the final stage of technology accession, namely survey of the power accepting installations and preparation of the act of RBP and the act of TP, took up to 3 months that exceeded the term set by regulations.

The management of JSC Yantarenergo was faced by a task in a short time to bring process of technology accession into accord with requirements of "Rules of technology connection of the power accepting devices". Selection of the solutions presented at the market was made. Tender on development and deployment of a management system for process of technology accession (PTP ACS) was won by the AstroSoft Development Ltd company having experience of implementation of automated control systems for process of technology accession in the electric grid companies. As a basis for future a software package the configuration which is already used in JSC Yantarenergo "was selected by 1C: Power. Management of the distribution grid company".

Works on creation and system implementation of process control of technology accession continued within a year. In a system more than 200 people in more, than 30 divisions of the company participating in process of technology accession work:

  • directorate on customer interaction: 5 customer service centers and contact center, service of the reporting, quality evaluation of service and development of services;
  • department of technology accession: 3 technical services (TS) in branches of the company, contractual service, service on control of performance of agreements, department of support of agreements on technology accession;
  • capital construction department: management of the organization of construction and a complete set of the equipment, management on an estimate contracted work;
  • 19 district electric networks which are across all Kaliningrad region;
  • 3 branches of the company: The western, East and City electric networks, including services of operation of high-voltage networks and service of transport of the electric power;
  • 2 DZO companies: JSC Yantaryenergosbyt and JSC Yantaryenergoservice;
  • legal service,
  • economic service.

Key results of the project:

  • All documents connected with technical accession are stored now in electronic form in PTP ACS: requests, agreements for technology accession, specifications, technical specifications, acts of technology accession. On search and formation of documents much less time leaves now.
  • In an electronic form formation, processing and approval of specifications, agreements is transferred to technology accession, technical specifications, acts of the performed works. Earlier on approval of documents in certain cases (for example, for branches) left up to 7 days, now on it no more than one day are required. On average time of approval of agreements and other documents was reduced by 3-5 times. Terms of preparation of the agreement by accession and issues to his applicant are reduced from 50 and more to 15 - 30 days that conforms to requirements of "Rules of technology connection of the power accepting devices", the approved order of the Government of the Russian Federation of 12/27/2004 No. 861.
  • Control of all stages of technology joining of users - from the moment of obtaining the request before the actual connection of an object is strengthened. Terms of execution of works which are strictly regulated are traced. There was an opportunity to control loading of the employees participating in process of technology accession. If the responsible exceeds time limit set for this or that task - a system notifies on it his head. It helps to prevent violation of standards and to accurately observe terms of accomplishment of obligations.
  • A system helps with a foreground mode to control settlement with applicants. In the "Agreement on Technology Accession" card the total amount of the agreement, the amount and the payment due dates of works on stages paid and unpaid bills, the entering payment orders, the written-out acts of the performed works are reflected. An opportunity to see in one card up-to-date information on payment and debt for each stage and in general under the agreement allows to control schedule performance of payments and to react quickly in case of delays on payment.
