In Ukraine patients raised an outcry against the replacement of the Fresenius hemodialysis equipment

2019: Protest action of patients with a renal failure

On March 9, 2019 there was information that in the central body of the Zaporizhia Regional Clinical Hospital (ZRCH) patients of department of a hemodialysis carried out a protest action under the slogan "The Score 30:0 — Will Be Enough Us to Kill". According to participants of the action, from the moment of replacement of the utility dialysis equipment by commercial about 30 people, at the same time on utility — any died. Moreover, purchase of the commercial equipment manages to the budget, according to them, significantly more expensively. It is known that as the organizer of a protest public organization of persons performed with disability "Ways to zhittya".^[1]

Meanwhile, in the Zaporizhia regional hospital consider perturbations of group of patients unreasonable. Representatives of medical institution provided statistical data according to which the number of patients of department grows every year, and statistics of death rate changes, and it does not depend on the used equipment: so, in 1993 28 people, in 2011 — 19, in 2014 — 18, in 2016 — 17 died here (department passed to the equipment Nipro), in 2017 — 11, in 2018 — 15.

According to the statement of physicians, from 192 patients are happy with quality 178, and the little group of 14 people excites all department.

There are two types of assessment of a status of the patient: objective and subjective. The first is executed using analyses and inspections, and she speaks about a stable status of patients, and the second — by words and the patient's impressions. On subjective appraisal the hypochondriac patient or the one who was told about "the wrong consumables" will always find at himself any symptoms — the deputy chief physician for a medical part Alexey Kulinich said in response to complaints of group dissatisfied.

According to representatives of regional hospital, dissatisfied patients were already given an opportunity to undergo inspection on the equipment on which they want earlier, namely — on the old devices Fresenius which constantly require repair.

It is quite strange situation, met requirements of dissatisfied patients and gave an opportunity to undergo the procedure on the equipment Fresenius. It creates a set of problems for our department as it requires permanent service and also interruptions in delivery of supplies are observed. But we perform the work, and at the same time we hear about ourselves "murderers"! And this with the fact that our department saved one of "activists" from a heart attack, and the second — from a glycemic coma".

The hospital also noted that, without maintaining complaints from patients, some of physicians already left.^[2]

2018: The representative of Fresenius dissuades patients from dialysis on offices of other producers

In 2015 the Zaporizhia Regional Clinical Hospital (ZRCH) passed use of devices and supplies for carrying out a hemodialysis to patients with a sharp form of a renal failure from Nipro Corporation company. With respect thereto the former supplier of medical products for hospital — the local representative of the German company Fresenius whose name does not reveal — lost the role of the monopolist in the Zaporozhye region, but did not reconcile to it. As reported the Z-city resource on October 17, 2018, the company decided to return the place in the market, using "nonconventional, and is frequent also illegal methods".

As noted, till 2015 patients with a sharp form of a renal failure from the Zaporozhye region were serviced in ZOKB on the devices Fresenius. When their service life came to an end, the tender was held. The equipment and materials for the procedure of a hemodialysis very expensive therefore their purchase is executed at the expense of budgetary funds. Based on biddings the regional hospital passed to the equipment of the Japanese corporation Nipro, and city — to the equipment of the German company B.Braun which products were not applied in Zaporizhia earlier. Delivery conditions and cost of devices and supplies of data of producers were more attractive to customers.

However such situation did not suit the representative of Fresenius — according to Z-city, the company already tried blocking of purchase of supplies in Antimonopoly committee, applications and criminal cases for doctors and representatives of the regional power in security agencies. However in 2018 when the competency of solutions of the leaders of area was confirmed in all courts, the representative of Fresenius began to act by means of Nadiya on Zhittya and Ways Zhittya public organizations. According to the located Z-city of information, social activists urge patients to refuse transition to new devices and even to sign documents on failure from a hemodialysis, threaten medical personnel, damage the hospital equipment and make scandals at the sessions of regional council.

Nevertheless, the leaders of area met requirements of "activists", having made the decision on opening of two centers of a hemodialysis with the Fresenius equipment: in Enerhodar and the Zaporizhia oncology dispensary (as the majority of dissatisfied live in these areas). At the same time in Enerhodar the modern devices Fresenius were installed, and moved the equipment on which the hemodialysis in regional hospital was executed earlier to oncology dispensary.

It would seem, such solution had to satisfy the interests of the patients preferring the equipment Fresenius. However at a regular session of a regional council Sergey Makarenko, the vice-chairman of GO "Nadiya on Zhittya", opposed carrying out a hemodialysis in oncology dispensary. As result, dissatisfied refuse to change the place of passing of procedures, despite proximity to the place of residence now, Z-city writes.

As the result, according to an Internet resource, in the Zaporizhia regional hospital still remains "the sharp center of instability" which allows public organizations and forces standing behind them to influence the management of ZOKB and, indirectly, the leaders of area.

As of October, 2018, in department of a hemodialysis of the Zaporizhia regional clinical hospital 185 patients are serviced, the queue is expected 30 more (their status is supported by other methods).^[3]
