2019: Purchase of generators of the electric power

On June 6, 2019 there was information that for the hemodialysis downtown Zhanaozen generators which will ensure smooth operation of the artificial kidney at power outage were purchased.

Earlier in the hemodialysis center the generator was not provided, transfers tumba.kz with reference to the complaint of the resident of Zhanaozen. As result, at power outage artificial kidneys vykhoit out of operation, and the patient had to be carried to Aktau.

Generators bought. Works on their connection to power network are conducted. In addition there is a preparation for an autumn season and scheduled maintenance of power networks is at the moment carried out. Electricity is disconnected approximately for 7-10 minutes. There lasts charge of the equipment for 20 minutes therefore there are no reasons for concern — reported in Management of health care of Mangystau Region.

Artificial kidney — the device for temporary substitution of secretory function of kidneys. The artificial kidney is used for release of blood from products of exchange, correction of electrolytic and water and acid-base balances at a sharp and chronic renal failure and also for removal of the dialyzed toxic substances at poisonings and excess of water at hypostases.^[1]

2018

Start of the center of a hemodialysis

On April 17, 2018 it became known that within the project of public-private partnership in the field of health care in the city of Zhanaozen opening of the hemodialysis center took place.

The project initiated by Management of health care of area became the second since the beginning of 2018 which is implemented at advisory support of JSC Regional Center of Public-private Partnership of Mangystau Region for the total amount of 170.5 million tenges.

Earlier patients with a renal failure had to go regularly on procedures to the regional center. Activity of the hemodialysis center will allow to satisfy the needs for rendering high-quality timely medical care to all needing residents of Zhanaozen, being a key factor for health care not only the cities, but also all area, consider in the PPP regional center of Mangystau Region.

As noted, the project is implemented on the mechanism of public-private partnership where for the investment account of the private organization — Clinic of Endosurgery LLP — in the amount of 51 million tenges is provided equipment of GKP "Zhanaozen Central City Hospital" with modern offices of the German company B.Braun, at the same time the highly skilled out-patient hemodialysis help to the people having a chronic renal failure is provided.^[2]

Agreement of PPP on implementation of the center of a hemodialysis

On January 24, 2018 between Management of health care of Mangystau Region (Kazakhstan) and Clinic of Endosurgery LLP the agreement of the public-private partnership (PPP) on implementation of activity of the hemodialysis center to Zhanaozen of Mangystau Region is signed.

Project Objective: ensuring need for carrying out a hemodialysis for patients with a chronic renal failure.

Key parameters of the project:

• Place of project implementation: Mangystau Region, the city of Zhanaozen, GKP on "Zhanaozen Central City Hospital" PVC, the 3rd body.
• Object of PPP: hemodialysis center
• The planned project power: 30-35 places
• Draft cost: ≈63,674.0 thousand tenges, including:
• Acquisition of the medical equipment of ≈56,000.0 thousand tenges;
• Acquisition of medical firm stock of ≈7674,0 thousand tenges.
• Aggregate term of project implementation — up to 10 years
• The area of the provided premises (the 3rd GKP body on "Zhanaozen Central City Hospital" PVC) — 321 m ².^[3]

The expected result:

• The equipment of the Hemodialysis center corresponding to current trends of out-patient dialysis;
• Rendering high-quality services for the patients staying on "Д" the registry and attached to the Zhanaozen city clinics No. 1 and 2.

Forms of participation of the state partner:

• Providing right to use of an object (premises) to state-owned property;
• Providing two items of equipment Fresenius medical care 4008S and one system of water purification "ME4-500" in property hiring.

Forms of participation of the private partner:

• Financing of the project;
• Operation of an object of PPP.

Sources of cost recovery and income generation:

• Sales of goods, works and services in use object of PPP;
• Payment of services within the guaranteed volume of free medical care (Fund of compulsory health insurance).
