The start of the transition to blockchain-based digital passports
On October 17, 2022, it became known that South Korea is starting IFF identifiers based on (Blockchain) blockchain instead of physical documents. The government of the country expects that digital identity card in the future will be built into mobile devices in the form of an application and will work similar to physical identity cards. About 45 million citizens are expected to use the technology within two years.
According to Hwang Seogwon, an economist at Korea's Institute for Science and Technology Policy, the digital passport can be used in finance, health care, the tax system and transport, and according to Su Bo Ram, CEO of the Korean Bureau of Digital Government, the technology can help businesses that have not yet fully moved online.
According to Su, the plan also provides for the adoption of a decentralized identification system, which means that the government will not have access to information stored on smartphones, including the digital identifiers used, how and where they are used.
However, Brenda Gentry, technology specialist blockchain and CEO of Bundesbets, reports that no matter how functional and decentralised the identity management system is, it will still require recognition from public bodies or corporations.
If government entities issuing IDs do not recognize the validity of blockchain-based IDs, then they cannot be used to obtain most government services. In my opinion, this is the biggest limitation. Gentry says.[1] |
South Korean citizenship did not exist until 1948.
Citizens are often mentioned in the context of kokumin. The term was inherited by Koreans from the Japanese. Kokumin is characterized by a philosophy of loyalty to the state and its leader.
Immigrants from China lead the statistics of foreigners naturalized in South Korea (more than 1 million in 2018 out of 2.3 million). Not the last place in statistics is occupied by citizens of Uzbekistan (68 thousand) and Russia (50 thousand).

inPersonal Data Protection
2019: Companies in South Korea banned from collecting children's data without parental permission
In June 2019, the South Korean authorities passed new laws related to the protection of children's personal data. Companies will not be able to collect this information without the clear permission of their parents.
The South Korean state body Korea Communications Commission (KCC), which regulates the use of radio frequencies and communications, said the innovations will take effect in 2020.
According to ZDNet, before updating the legislation, companies in South Korea also had to receive consent from parents or legal guardians to process children's personal data. However, the documents did not specify how this permission should have been given, so in practice the requirement did not work.
In accordance with the new laws adopted in June 2019, parents can consent to the transfer of personal data of children (for example, location) under the age of 14 by writing an appropriate text statement, through payment transactions or through authentication in smartphones. Companies must then send written consent from parents or legal guardians back by email, phone, mail or fax.
Legal entities that collect children's data without explicit parental permission can be fined up to 3% of the proceeds, as well as face administrative penalties.
KCC hopes that the new laws will create a favorable environment in which everyone can use online communication services, while maintaining confidentiality and protecting children's data.
Children are more open to the Internet than ever thanks to the widespread use of smartphones. We decided to strengthen the law, since protecting their privacy is a matter of ethics, and rightly so, - said the representative of the regulator.[2] |
