After revoking the license, 7.6 billion rubles were withdrawn from the servicing bank

2019
40 millionth user registered with WebMoney
In November 2019, WebMoney Transfer announced a 40 million registration. The 10 million registration was recorded in 2010: over 9 years, the number of users increased 4 times. Several dozen services appeared in the system, including the crowdfunding platform WebMoney Funding, the social and business network WebMoney Events and many others. New stores around the world have joined in accepting WebMoney payments, to date there are more than 100,000. Applications have been developed for all popular platforms, including versions for advanced users.
Central Bank restrictions on ruble payments
In August 2019, it became known that the Bank of Russia accepts restrictions on ruble transactions in the Webmoney payment system, since it exceeded the established limits on anonymous wallets (10,000 rubles).
Now any ruble payments from October 1, 2019 will be carried out under the license of the Central Bank through the Network Clearing House NPO. Anonymous WMR ruble wallets are transferred to the new Webmoney WMP ruble wallets.
Deanomization, the presence of a network of illegal Webmoney exchangers and the ability to hide payments from taxes were the last advantages of Webmoney, but they were lost. Now these are the same Yandex.deng or Kiwi, to which the regulator also closes anonymous payments.
But the situation in Webmoney is worse - many lost some of the funds when transferring WMR to WMP and announced a boycott to the system. The collapse of the ruble segment of Webmoney took place.
Other low-regulation segments remain - WMZ (dollars) and WME (euros). The second through a company in the UK. It is registered for a nominal employee of WebMoney Europe ltd. Foreign regulators have not yet noticed the system.

Statement by WebMoney Transfer regarding the blocking of the National Security and Defense Council of Ukraine
Some subjects of the WebMoney Transfer calculation system are included in the sanctions list of the National Security and Defense Council of Ukraine. According to DECREE OF THE PRESIDENT OF UKRAINE No. 126/2018 (APPENDIX 2. PP. 428, 1-12), work with the system and its services will be temporarily (for 3 years) unavailable in the country.
WebMoney.UA has been working in Ukraine for 15 years, strictly complying with all the requirements of the current legislation. During this time, the system became a leader in the Ukrainian non-bank payment market and won dozens of victories in consumer preference ratings. In 2014, WebMoney was officially registered by the National Bank of Ukraine as a domestic settlement system. The application of sanctions against WebMoney has become an unmotivated and unreasonable decision. The system is a pioneer of financial communications and is a world leader in data protection, KYC and AML.
The consequences of blocking will affect primarily 4 million participants in the system - residents of Ukraine. Business, thousands of online stores and entrepreneurs hosting WebMoney will also suffer. Due to the lack of competition, other players will be able to establish less favorable conditions. For the country as a whole, this is a big step back and a return from modern electronic payments to cash settlement.
Ukraine banned Webmoney
Sanctions provide for the blocking of assets (temporary restriction of a person's right to use and dispose of owned property), restriction of trade operations, prevention of the withdrawal of capital outside Ukraine, suspension of the performance of economic and financial obligations, cancellation or suspension of licenses and other permits, the receipt (availability) of which is a condition for the implementation of a certain type of activity.
Other sanctions apply to WebMoney, including a ban on issuing permits, licenses of the National Bank of Ukraine to invest in a foreign country, placing currency values on accounts and deposits on the territory of a foreign state, on the import and export of currency values from Ukraine, a ban on registration of NBUs of a participant in the international payment system, a ban on the transfer of technology, rights to intellectual property objects.
Also, as part of the sanctions, Ukrainian Internet providers are forbidden to provide access to Internet users to WebMoney resources and services, including 40 subdomains associated with the payment system.
2015: WebMoney went to Europe
On November 18, 2015, WebMoney announced the receipt of a European license and the expansion of its presence in the European Union zone.
The international settlement system WebMoney Transfer begins work with a new guarantor, which is assigned the right to issue electronic money on the territory of the European Union.
The FCA (Financial Conduct Authority) license obtained by WebMoney Europe Ltd, with its headquarters in Cambridge, United Kingdom, consolidates the status of the issuer of electronic money in all countries belonging to the European Economic Zone. Wallets used in the WME system, in turn, will acquire the status of electronic money that is fully consistent with European Union law.
In recent months, as part of the expansion of its presence in Europe, the number of wallet replenishment points has been significantly increased, new online stores that receive WebMoney have been connected, and the system's services are being adapted to European users.
The company said that as of November 18, 2015, the number of participants in the WebMoney Transfer system exceeds 29 million, the daily number of registrations is about 10 thousand. More than 100 thousand online stores around the world are taking WebMoney to calculate.
