2023: Moscow budget expenditures for the year reached 4.4 trillion rubles
At the end of 2023, Moscow budget expenditures reached 4.4 trillion rubles. At the same time, almost 53% of all allocations, or 2.3 trillion rubles, amounted to social expenditures. The Minister of the Government of Moscow, the head of the Department of Finance Elena Zyabbarova reported that the Russian capital ensured the fulfillment of all social obligations. All existing benefits and support programs for citizens are preserved in full. About 4.5 million Muscovites, a third of the city's residents, took advantage of social support measures in kind and in cash in 2023.
The Moscow budget in 2023 was executed with a deficit of 189.5 billion rubles, which is 4.6% of the city's own income. The volume of public debt of the capital as of January 1, 2024 is 196.8 billion rubles. Of these, 115.6 billion rubles (59%) are accounted for by state securities, 81.2 billion rubles (41%) - by infrastructure budget loans.
Moscow budget revenues in 2023 are estimated at 4.2 trillion rubles, which is 15.2% more than in the previous year. The annual income plan was fulfilled by 111.1%. Tax revenues increased by 17.3% and amounted to 3.7 trillion rubles. Personal income tax revenues in 2023 increased by 7.6% - to 1.7 trillion rubles. The main growth factor is the increase in wages of Muscovites, which in January-November 2023 increased by 9.4% compared to the same period in 2022. It is also said that in 2023, double-digit growth rates of income were recorded from all major sectors of the urban economy. In particular, revenues from organizations in the field of information technology and communications rose by 17.6%.[1]

According to Zyabbarova, in 2020, the pandemic and the implementation of quarantine measures influenced the volume and structure of the revenue and expenditure parts of the city budget.
According to statistics published by the Moscow authorities, the city budget revenues in 2020 amounted to 2.87 trillion rubles, expenses - just over 3 trillion rubles. Tax revenues reached 2.33 trillion rubles (the share in total income is 81.1%), which is 44.5 billion rubles more than in 2019. Non-tax budget revenues amounted to 254.2 billion rubles (8.9%), down 8.1%.
Income on property tax of organizations increased by 0.3% compared to 2019. 141.4 billion rubles were transferred to the city budget. Revenues to the budget from communications and information technology organizations in 2020 increased by 12.2% or 17.2 billion rubles, manufacturing - by 10.8% or 18.1 billion rubles, trade - by 8.7% or 31.9 billion rubles.
Tax and non-tax contributions to the city budget from enterprises and organizations of the oil and gas industry, transport - by 8.2% and power - by 7.3% decreased by 40.5%.
Self-employed citizens transferred 1.17 billion rubles to the Moscow budget, which is 2.4 times more than in 2019. Such an increase is due to an increase in both the number of self-employed citizens and their total income, the mayor's office explained.
More than half of the budget expenditures - 50.4% or 1 trillion 514.6 billion rubles - are aimed at implementing three city social programs: "Social Support for Moscow Residents," "Metropolitan Education" and "Metropolitan Healthcare." This is 32.6% more than in 2019.[2]
Budget deficit for 8 months 160 billion rubles
The Government Finance Moscow Department published a report on the execution of the Moscow budget as of September 1, 2020. For eight months of the year, city budget revenues amounted to 1681.5 billion rubles, while expenses exceeded 1841 billion rubles.
The budget deficit of Moscow in this way is 160.03 billion rubles, the report says. This is more than 9% of expenses. For eight months of 2019, the budget surplus amounted to 337.68 billion rubles - 23.67% of expenses.
As of August 1, 2020, the budget deficit was more than 122 billion rubles - 7.48% of expenses. In August, Moscow's budget deficit grew by almost 38 billion rubles. In August 2020, compared to August 2019, the revenues of the capital's budget increased by 18.23 billion rubles. However, the expenditures of the capital's budget also increased from 197.9 billion rubles in August last year to 208.73 billion rubles in August this year.
