2026: Government agencies and business in Ukraine switched to the new Kupin data encryption algorithm to protect electronic signatures

From February 10, 2026, state bodies and business in Ukraine began the transition to a new standard of cryptographic protection called "Kupina." The country's Ministry of Digital Transformation says this is a planned step to increase the level of protection of electronic signatures and data from modern cyber threats.

When using Kupina, qualified electronic signature (KEP) keys will be created using a new enhanced algorithm. At the same time, all CEP issued before the transition to the improved standard remain in force - they will work until the end of the validity period. Old algorithms will be supported to verify already signed documents, but new operations will gradually switch to the Kupina standard.

The agency emphasizes that the new standard is resistant to modern cryptanalysis methods, which guarantees data protection. Until July 1, 2026, all organizations and companies providing trust services must completely switch to the use of "Coupon."

The ministry also notes that digital services are becoming the main tool for interaction with the state. According to a survey by the Kyiv International Institute of Sociology (KIIS), 59% of Ukrainians receive public services online, and 85% of users assess this experience positively. Against the background of the growing popularity of digital services, an increase in the level of cybersecurity is required .
