Assistance to development and use of navigation technologies of NP GLONASS

The companies which are actively working in the field of navigation information services – JSC РТКомм.РУ, OJSC MegaFon, Summa Telecom LLC, LLC Yandex and GLONASS/GNSS — the Forum Association became founders of Non-profit partnership. Creation of partnership is connected with the beginning of a new stage in commercialization of GLONASS technology.

According to the results of the first meeting of founders the Charter was approved and Council of Non-profit partnership is selected. Gurko Alexander (the CEO of JSC NIS), Volozh Arkady (the CEO of LLC Yandex), Androsik Vladimir (The chairman of the board of directors of Summa Telecom LLC), Tavrin Ivan (the CEO of OJSC MegaFon), Provotorov Alexander (the president of JSC Rostelecom) and Kupriyanov Andrey (the chief executive of GLONASS / GNSS — the Forum Association) entered it.

On the basis of the Charter the supreme governing body of Partnership is the General meeting of members of Partnership. Members of Partnership save the commercial independence.

The CEO of JSC NIS Alexander Gurko is elected the president of Non-profit partnership.

History

2019: Association of Big Data and NP GLONASS prepare the standard of the Avtodata platform

The president of the Association of Big Data (ABD) Serebryannikova Anna and the President of NP GLONASS, sorukovolitel of the working group of NTI "Avtonet" Alexander Gurko also signed in June, 2019 the memorandum of cooperation and interaction of participants of the market of Big Data in the motor transportation sphere. The bilateral agreement was signed on the platform of the St. Petersburg International Economic Forum (SPIEF) 2019.

The strategic document is aimed at market development of Big Data and formation of domestic industry standards of work with Big Data in the motor transportation sphere.

Within cooperation of NP GLONASS will provide the metadata aggregated by the national Avtodata platform in "a digital sandbox" of Association for carrying out researches and development on their basis of digital solutions and platforms for the transport industry. The parties also agreed about exchange of experience and examination in the field of the analysis of Big Data and also about joint work with technology startups.

2014

Council of the federal network operator of NP GLONASS approved two new participants of partnership – Management systems company and Federal State Unitary Enterprise ProtectionInfoTrans. The companies will participate in development of navigation technologies in the Russian and foreign markets, including the systems of the emergency reaction at accidents of "ERA-GLONASS".

NP GLONASS will become federal operator of automobile navigation

The government is going to assign to NP GLONASS of an obligation of operator of the federal state information system (SIS) of navigation on highways. The draft resolution on it is published on the Uniform portal for public discussion of the legal acts regulation.gov.ru. The duties which the operator of federal GIS of road navigation should perform are already outlined: it contains in Article 102 "The Navigation Chart for Highways" of the law "About Navigation Activity". According to this article of the law, the information system of navigation for highways is the system intended for ensuring access to data, "necessary for creation... navigation charts for highways"[1].

It should provide an information access about the addresses of buildings, about the locations and names of the medical organizations, about location of stationary posts of law-enforcement bodies, check points through state border, customs posts, rescue and fire fighting formations, about schemes of the movement of vehicles, about temporary restrictions of the movement along highways, about location of carriageways of highways, about types of the permitted use, classes and categories of highways, about borders between the subjects of the Russian Federation, municipal entities and localities and about objects of road service, platforms of rest of drivers and parking.

Thus, the operator of federal road GIS is the aggregator getting access to navigation data at authorities or at the relevant organizations and to the physical persons and legal entities distributing it from the website or via the Uniform portal of state services.

The law provides a possibility of collection by the operator of a payment for access to navigation data. The extreme amount of this payment should be set by the Government of the Russian Federation. For public authorities and local government the data access should be non-paid.

2013

The non-profit partnership "Sodeystviye razvitiyu i ispolzovaniyu navigatsionnykh technology" (NP GLONASS) obtained at the beginning of 2013 the license of the virtual telecom operator (MVNO, Mobile Virtual Network Operator). "Receiving by partnership of the license will allow to provide the greatest possible service area of the ERA-GLONASS system, the report says - As if on site incidents are a covering at least of one mobile operator, then information on incident will be timely transferred to the center of reaction, and the help will be rendered as fast as possible".

In April, 2013. The Caesar Satellit group became the tenth member of GLONASS Non-profit partnership. "Caesar Satellit" will work for the benefit of development of GLONASS technologies, including the system of the emergency reaction at accidents of "ERA-GLONASS", report in the company.

NIS GLONASS left partnership of GLONASS

The federal operator of NIS GLONASS announced the termination of cooperation with non-profit partnership "Sodeystviye razvitiyu i ispolzovaniyu navigatsionnykh technology" (NP GLONASS). With reference to the words of the CEO of the company Alexander Chuba the Vedomosti newspaper reported about it.

The decision to leave partnership was made because NIS was actually discharged of activity of NP GLONASS. Besides, according to the edition, in NIS are dissatisfied with how partnership distributes funds which are allocated to it from the federal budget. In particular, the company was not among new new subcontractors for creation of the warning system about road accident of "ERA-GLONASS" for which the state selected 1.69 billion rubles this year though before NIS was the only contractor of the project.

2012

In the summer of 2012 MTS and VimpelCom joined non-profit partnership "Sodeystviye razvitiyu i ispolzovaniyu navigatsionnykh technology" (NP GLONASS). Jointly the companies will display work on implementation of uniform technical policy, support of the innovation activity of the Russian companies and also development of the international projects. Partnership functions at the expense of entrance and annual fees of his members. The amount of annual fees is defined by council of non-profit partnership, the head of department of work with media of NIS GLONASS Polina Lisitsina specified. Partners refused to comment on the amount.


The "Assistance and Use of Navigation Technologies" non-profit partnership signed in the fall of 2012 the public contract with the Ministry of Transport of the Russian Federation on creation and operation of an automated system of the emergency reaction at accidents of "ERA-GLONASS".

The ERA-GLONASS system will be brought into commercial operation in 2014. In 2012-2013 the non-profit partnership which was determined by the only contractor by project implementation of "ERA-GLONASS", is going to create infrastructure of "ERA-GLONASS" in 15 regions of the Russian Federation, to experimentally confirm system compatibility of "ERA-GLONASS" with the European analog of eCall, to provide a possibility of creation additional state (such as, fixing and reconstruction of circumstances of road accident) and commercial services (insurance telematics, security search services, etc.). Besides, today member countries of the Customs union and the CIS and some other the states are interested in joint creation of the ERA-GLONASS system.

Creation of the compatible telematic systems will become a technology basis for development of services of different function – transport monitoring systems in the international transport corridors, passenger traffic and transportations of especially dangerous and heavy loads, the systems of collection of a payment from heavy-load motor transport, security search systems, digital tachographs. Besides, possibilities of infrastructure of "ERA-GLONASS" allow to provide to motorists the most modern services through service of providers of the sector of insurance telematics, such as Pay As You Drive (the program considers a manner of driving of the car owner), Pay As You Use (the program considers the periods of active use and idle time of the car), reconstruction of circumstances of road accident on the basis of which conditions of insurance policies will be created.

In the fall of 2012 the Tranzas Group joined the GLONASS non-profit partnership appointed in the spring of this year by the order of the Government of the Russian Federation the federal network operator in the field of navigation activity and determined by the order of the government the only contractor by the ERA-GLONASS project.
