As of October, 2019 Federal State Unitary Enterprise Head Military and Construction Department No. 4 exercises: complex design, construction and complex reconstruction of hydraulic engineering constructions and objects of coastal infrastructure, construction of modern buildings and complexes of constructions, arrangement of social infrastructure, production of hydrotechnical and all-construction appointment.

History

2020: Detention of the deputy director general Nikitin

In 2020 the first deputy director general of Federal State Unitary Enterprise Head Military and Construction Department No. 4 Ruslan Nikitin tried to gain rollback 7% of income from construction of subcontractor of Dmitry Shurov who had to construct field office of Central Bank of Russia No. 10462 in Sevastopol and at home for military. The total cost of contracts was more than 1  billion rubles.

In December, 2019 they met in "Ararat Park Hayat Moskva" hotel on Neglinnaya Street where Nikitin persistently demanded from subcontractor to pay off him and threatened to suspend further advancing.

On November 11, 2020 the intermediary Nikitina arrived to Shurov behind money to "Ararat the Park Hayat Moskva". At their receiving he was delayed, having withdrawn from it $ 20 thousand and the paper "doll" imitating 10  million rubles.

The entrepreneur, as it became clear, acted under control of FSB and wrote all events at a meeting. Nikitin was delayed later in Izhevsk.
