Detention of ex-deputy minister in the case of procurement of unnecessary drugs

Accusation of employees of the oncological dispensary and the Ministry of Health of embezzlement of 22 million rubles during the purchase of medical equipment

The prosecutor's office of the Irkutsk region on April 5, 2023 announced that it had approved the indictment in a criminal case against a specialist of the regional oncological dispensary, an employee of the regional ministry of health and two heads of commercial organizations. They are accused of committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by a group of persons by prior conspiracy, using their official position).

According to the investigation, in 2019-2020. the specialist responsible for the purchase of medical equipment in the regional oncological dispensary, on the basis of forged commercial proposals, formed competitive documents with a deliberately overestimated initial (maximum) cost of medical equipment, as well as a technical assignment for its supply, containing inaccurate information about the characteristics of the goods that corresponded exclusively to certain attackers for the supply of the brand and model of equipment.

In the Irkutsk region, employees of the oncological dispensary and the regional Ministry of Health were accused of embezzling 22 million rubles in the purchase of medical equipment

The expert of the Ministry of Health, being an affiliate and founder of suppliers, agreed on fictitious documentation, which contributed to the supply of goods by commercial organizations at a price significantly higher than the market price under the federal program "Combating Cancer."

As a result of illegal activities, the regional oncological dispensary suffered damage in the amount of more than 22 million rubles. The crime was revealed by officers of the USFB of Russia in the Irkutsk region, investigated by investigators of the TFR.

A law enforcement source told IrCity that Brown Company LLC and Medline LLC are related to the criminal case. The court file indicates that the defendants in the case are Nina Ivanovna Pervushina, Sergey Innokentievich Petrov, Ekaterina Sergeevna Petrova and Elena Anatolyevna Stepanova.[1]

2021

Arrest of health workers in Irkutsk in the case of fraud with the purchase of medical equipment

In the Irkutsk region, charges were brought against four local residents who are charged with fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation) when purchasing medical equipment. Searches in the case of "negligence"

On October 18, 2021, it became known about the searches carried out at the Ministry of Health of the Irkutsk Region. We are talking about a criminal case initiated under Part 1 of Art. 293 of the Criminal Code of the Russian Federation (negligence), according to the press service of the Investigative Department of the Investigative Committee of the Russian Federation for the Irkutsk Region.

It is noted that during the preliminary investigation it was established that children who have the genetic disease cystic fibrosis, who need preferential drug provision, from the beginning of 2021 for several months did not fully receive the necessary medicines due to their absence in pharmacy organizations of the Irkutsk region.

As part of the searches in the Ministry of Health of the Irkutsk Region, the necessary documentation was seized. Interrogations of officials of the Ministry of Health, as well as witnesses in the criminal case, are being conducted. The investigation of the criminal case by October 18, 2021 continues.

The Irkutsk Ministry of Health was searched in the case of "negligence"

The press service of the Irkutsk Regional Prosecutor's Office also notes that the progress and results of the investigation of the criminal case into the failure to provide minors with preferential medicines included in the list of vital medicines have been put under control.

Cystic fibrosis is a genetic disorder that affects the bronchopulmonary system, pancreas, liver and other organs. Due to the gene mutation, all fluids in the body are very viscous. Thick sputum causes lung damage and chronic bacterial infections.

In June 2021, Russian patients with cystic fibrosis complained that since March they could not receive the drug Pulmozyme (dornase alpha), which is part of the federal program of 12 rare diseases. Buying a medicine at its own expense would cost patients 60 thousand rubles.[2][3][4][5]

Ex-head of the Ministry of Health of the Irkutsk region fined for violations in the supply of ventilators

Appointment of Igor Kobzev as head of the Ministry of Health of the Irkutsk Region
