The educated consortium of three organizations received the name Riverside. Among services which are offered today by consortium: support of state bodies in questions of formation of programs of an overhaul and in solution of the problem of the overestimated charges on all-house needs (ODN). Addressing knowledge and experience of participants of consortium, regions will be able to increase overhaul amounts, to lower percent of the hazardous dwelling, to prevent cases of overestimate of charges on ODN and to control the correct performance of resolutions No. 354 and No. 344.

Consolidation of efforts will allow to make customers the unique proposal – participants of consortium consider. "Having created electronic model of housing and public utilities, we will be able to see problem places and points of growth, and already then to invest money in the solution of specific problems and to be guided by examples where in housing and public utilities good owners work. For this purpose our company has a wide experience in questions of the prices, rates and also infrastructures of housing and public utilities" – the chairman of the board of directors of "Institute of system monitoring" Ananyin Alexey comments. Questions in which solution the consortium Riverside will be engaged have big relevance for the industry and the social importance. According to Oleg Rurin, the deputy CEO of Fund of Assistance to Reforming of Housing and Public Utilities Group, the tasks connected with data analysis and carrying out difficult calculations stand on an extent of all lifecycle of the program of an overhaul of apartment houses. The tasks connected with calculation and justification of long-term programs, algorithm elaboration of their annual adjustment are most relevant. "In the field of housing and public utilities collected many problems requiring new, non-standard solutions. At the level of settlement centers data bulks about payments for housing and communal services are created. The qualified analysis of these data will give the chance to reveal and eliminate the facts of illegal charge of a payment, including a payment for all-house needs that will allow to reduce costs of inhabitants on payment of services and will increase quality of management of housing and communal services", – he predicts.

Considerable opportunities which are opened by formation of the program of overhaul at the level of the region already estimated some subjects of the Russian Federation. Ilnar Ziganshin, the head of department of formation and program implementation in housing and public utilities and on welfare objects of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, told that within a pilot project in Tatarstan in 2010 the Republican fund of financing of an overhaul of apartment houses was formed. Nevertheless, the need for capital repair makes more than 6 thousand houses for the amount about 50 billion rubles.

The consortium Riverside is sure that the sphere of application of joint efforts will become in the future wider than programs of overhaul and charges for ODN. However today these subjects require the greatest attention and high-quality study.
