According to Kartoteka.ru, in June, 2016 the Tekhnoinvest company belonging to Leonid Reiman founded Universalnye mobilnye tekhnologii LLC. A type of activity of new Ltd company — "services in the field of communication based on wire technologies". According to the register of Roskomnadzor, s the beginnings of December "Universal mobile solutions" obtained three licenses at once: on rendering mobile services on model of the virtual operator (MVNO — mobile virtual network operator), communication services on data transmission (except for transfer of voice information), telematic services (fax transmission, electronic messages, voice messages, audio-and video conferences, an information access, stored in electronic form). All three licenses act on the territory of the whole country until the end of 2021.

By office phone of the company confirmed to the correspondent of RBC that it belongs to "Universal mobile solutions", but did not answer questions of its activity. The representative of JSC Angstrem which Board of Directors includes Reyman, reported that he gave to the ex-minister a request of RBC, but the answer to the moment of the publication did not arrive.
