2023: Launch of simplified e-commerce between Kaliningrad Oblast and rest of Russia

The Federal Customs Service of Russia registered the first participant in the experiment on electronic trade in goods between the Kaliningrad region and the rest of Russia. It was the owner of a temporary storage warehouse and a customs representative of Avtotransgarant LLC. This became known in early October 2023.

And entrepreneurs who want to become participants in the experiment (just like the first participant), please note that the conditions for obtaining such a status are quite loyal, - wrote the governor of the region Anton Alikhanov on his Telegram channel.

In July 2023, Prime Minister Mikhail Mishustin signed a decree on an experiment to simplify electronic trade between the Kaliningrad region and the mainland. In particular, the document simplified customs procedures when moving goods from the Russian exclave.

Previously, goods exported outside the special economic zone, which coincides with the borders of the Kaliningrad region, were subject to customs control. Duty-free export of goods was possible only personally. This circumstance hindered the development of online commerce in the region, the Cabinet of Ministers notes.

As part of the experiment, the export of goods from the Kaliningrad region will be issued according to the passenger customs declaration for express cargo by customs representatives who will become intermediaries between Kaliningrad sellers and buyers from the rest of the country. Such a simplified procedure will be applied if the cost and weight of goods do not exceed the norm of 1 thousand euros and 31 kg, respectively. It is such parameters that are established by the documents of the Eurasian Economic Union for duty-free import of personal goods.^[1]
