Biography

2013: Deputy Chairman of the Central Bank of the Russian Federation

Since July 2013 - Deputy Chairman of the Central Bank of the Russian Federation. According to the website of the Central Bank, in this position Dmitry Skobelkin oversees the following issues:

  • countering the legalization (laundering) of proceeds of crime;
  • countering the financing of terrorism;
  • currency control;
  • interaction of the Bank of Russia with the Federal Financial Monitoring Service, including in terms of information exchange;
  • interaction of the Bank of Russia with the Prosecutor General's Office of the Russian Federation, law enforcement and control and supervisory authorities on combating the legalization (laundering) of proceeds of crime, as well as the suppression of illegal financial transactions;
  • participation of the Bank of Russia in the Interdepartmental Working Group on Combating Illegal Financial Transactions;
  • cooperation with international organizations: the Group for the Development of Financial Measures to Combat money laundering Crime (FATF), the Committee of Experts of the Council Europe for the Assessment of Measures against the Legalization of Criminal Proceeds (MANIVEL), the Eurasian Group for Combating the Legalization of Criminal Proceeds and the Financing of Terrorism (EAG).

2017: IB curator at the Central Bank

In July 2017, the Central Bank of the Russian Federation announced that Dmitry Skobelkin would oversee the Department of Financial Monitoring and Currency Control, the Main Directorate of Security and Information Protection, and the Interregional Security Center of the Bank.

Before Skobelkin, the work of the Main Directorate for Security and Information Protection of the Central Bank was coordinated and supervised by the first deputy chairman of the bank, Georgy Luntovsky. According to the Central Bank, he decided to leave his post and leaves from September 2017 of his own free will.

2022: Dismissal from the Central Bank of Russia

In January 2022, it became known that Dmitry Skobelkin was leaving the Central Bank of Russia.
