2019: Plans for development of UTM

On April 24, 2019 it became known what provider MGTS which for 94.7% is controlled MTS, is going to develop and implement the platform for the organization of flights drones over the cities. At the initial stage of investment are estimated at several billion rubles.

A system on management of the pilotless movement (Unmanned Traffic Management - UTM) will allow to organize flights of UAVs taking into account all existing requirements. It will consist of radar network of detection and maintenance of drones and the IT platform for management of flights and aggregation of the services using such aircraft. Data exchange within a system will happen based on an optical network of MGTS. At the same time the platform will be able to be used in any city of Russia.

The UTM platform is focused on private and state customers from spheres of transport, logistics, construction, security, monitoring and also show business and delivery. It will be possible to be connected to it using a special application.

So far MGTS considers three models of project implementation: through concession with the state, tenders or sale of services. In the first two options all data collected by the platform will belong to the state. Sources consider that the project could interest the Rostec state corporation which is engaged in development of UAVs including for needs of the Ministry of Defence.
