2023: System Launch

On December 19, 2023, Rosreestr announced the completion of the experimental operation of the National Spatial Data System (NSPD), which combines information about land and real estate. This allows the department to proceed to a full-scale launch of the platform.

According to TASS, citing the head of Rosreestr Oleg Skufinsky, the federal state information system "Unified Digital Platform" National System of Spatial Data "was tested in four regions: in Tatarstan, Krasnodar and Perm Territories, as well as in the Irkutsk region.

Members of the interdepartmental working group were given access to testing the platform, which amounted to about 2 thousand users in the territory of 174 municipalities. The Perm Territory became the only region that transferred 100% of the data to the NSPD without a single error. The data were integrated from the Regional Geographic Information System (RGIS). In automatic mode, over 60 layers of spatial data were transmitted from the RGIS - information on more than 1.5 million forest facilities, urban planning, protected zones and water bodies.

Tatarstan became the leader among pilot regions in user activity. The total number of active users of NSAIDs from the total number of declared here has reached 85%. The Krasnodar Territory uploaded spatial data from the information analytical system "Unified Center for Remote Satellite Monitoring of the Agro-Industrial Complex of the Krasnodar Territory (Situation Center)" to the NSAID. Data was transmitted across 17 layers.[1]

In June 2022, Prime Minister Mikhail Mishustin signed a decree of the Government of the Russian Federation, which approved the provision on the National System of Spatial Data. It will combine information about land and real estate to speed up and simplify the receipt of public services in the field of registration of rights to them.

According to the press service of the Cabinet, the creation of the National System of Spatial Data will increase the efficiency of land use, simplify the processes of collecting data for making management decisions, and make it possible to more comprehensively approach issues of territorial planning and spatial development, design and construction of facilities.

By June 2022, there is no single digital resource in this area, information about land, real estate, forest, water and other objects is contained separately in various state information systems. This makes it difficult to obtain relevant spatial data. The launch of a single digital platform will simplify procedures and reduce the time for obtaining reliable and complete information for business representatives, citizens and authorities.

Work on the system will take place in several stages. By 2024, it is planned to launch a single digital platform and ensure its interaction with 20 regions. To do this, by the end of 2022, Rosreestr must approve the requirements for the formats of information that will be posted in the system.

The department was also instructed when developing a new platform to ensure the use of the results of an experiment to create a single information resource on land and real estate, which was carried out in a number of regions in 2021, as well as to ensure the pilot operation of the new system until the end of 2023.

By 2030, the integration of spatial data and information systems with the digital platform should be provided already in all regions of the country.[2]

2021

Rosreestr with the help of AI created data sets in the real estate market and will open business access to them

On December 28, 2021, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) announced the creation of data sets for analyzing the real estate market. In the future, the business will have access to these datacets to develop its own services.

According to the press service of Rosreestr, pilot data sheets on the cadastral value of real estate objects, transaction prices and the amount of rent were formed using artificial intelligence technologies. According to the deputy head of the department, Elena Martynova, these data sets will be in demand by the business community and state authorities in order to conduct a comprehensive analysis and forecasting of the real estate market.

Solutions based on datacets will have a socio-economic effect. This will allow businesses and authorities to implement services to obtain comprehensive information on the prices of transactions with real estate objects, conduct analytical studies of the real estate market, determine promising changes and trends, "she clarified during a meeting of the interregional working group on digital transformation at the end of 2021.

According to her, the creation of datacets is one of the digital transformation projects of Rosreestr, developed in the interests of professional market participants. It includes sets of public data agreed with Roskomnadzor and does not contain personal information of applicants.

Data sets include three types of data in the context of territorial affiliation:

  • on the cadastral value of objects;
  • on the prices of registered transactions (on alienation) with real estate objects;
  • on the amount of rent for real estate objects (in relation to lease agreements subject to state registration).

Descriptions of data sets are posted in the National Data Management System.

By the end of 2021, Rosreestr, together with professional market participants, is also developing a service that allows comparing the prices of real estate transactions and determining the optimal prices of transactions according to certain parameters. The project is being implemented within the framework of the National Spatial Data System.[3]

So far, there are certain difficulties in this area. There are no common digital services, information about land, natural resources, forest, water and other objects is scattered. In addition, there is no information about the copyright holders of almost 50 million objects. More than 23 million land plots have no established borders, - said Mishustin at a meeting on the socio-economic development of the regions and mortgage issues in early December 2021.

According to the Chairman of the Government of the Russian Federation, in the current situation, it is not easy to get a reliable overall picture, and controversial issues often arise.

Until 2024, it is planned to create a single digital platform for spatial data, ensuring its interaction with 20 regions. At the same time, the share of services for state cadastral registration and registration of real estate rights provided electronically on the public services portal should increase to 95% by this time.

By the end of 2030, the integration of spatial data and systems with the Unified Digital Platform for Spatial Data should be ensured already in all regions of the country, and the level of completeness and quality of data in the Unified State Register of Real Estate has been brought to 95%, the press service of the Cabinet of Ministers said.[4][5]

Rosreestr creates a full base of land and real estate

On August 12, 2021, it became known about the creation by the Russian government of a new state program - "National System of Spatial Data." It involves accelerated digitalization of geodata (about land and real estate, geospatial data, information about rights and cadastral valuation).

According to Kommersant, the project of this program was developed by Rosreestr. In the future, the department plans to create a digital multi-scale map of Russia - it is assumed that it will provide the state and business with data on construction sites, which should stimulate the launch of new infrastructure projects.

Register develops full base of land and real estate

The new program is designed to put things in order in the field of spatial data management: information about land and real estate is contained in the InformSystems of Rosreestr, the Federal Property Management Agency, Rosleskhoz, the Ministry of Agriculture, as well as in regional systems where they are taken into account and used in completely different ways. And public administration in this area is regulated simultaneously by the Land Code and a number of laws, including on state registration of real estate, cadastral activities and cadastral valuation. At the same time, in Russia there is no complete data on land and real estate, including the borders of regions, municipalities, settlements and territorial zones. And in the Unified State Register of Real Estate there are more than 2 million registered errors, according to the publication of the newspaper.

It is proposed to solve the problem by developing a single strategic document in the field of spatial data management: this work is proposed to be entrusted to Rosreestr. Part of the project will be a single electronic cartographic system and a federal portal of spatial data - in fact, a digital model of the territory of Russia, where data from different departmental systems will be collected.

It is assumed that cadastral work in the regions will be co-financed from the federal budget, and the procedure for registering rights will be accelerated and simplified as much as possible. The data obtained will be structured and transferred to a new state cadastral valuation platform. It is assumed that the appearance in the public domain of data on areas available for construction will stimulate the emergence of new infrastructure projects.[6]
