2022: Results of digitalization of Bashkiria summed up

In February 2023, the Minister of Digital Development of Public Administration of Bashkortostan Gennady Razumikin announced the result of the digital transformation of the region in 2022. He noted that the republic took ninth place in the comprehensive rating of digital transformation of regions and the second among the subjects of the Volga Federal District.

According to Razumikin, in Bashkortostan Russia , the task set by the president to increase the share of mass socially significant services in electronic form was fully implemented. By the end of 2022, 642 were available in electronic form on the federal and republican portals of public services, public services of which 84 were mass socially significant.

The Digital Property and Construction superservice was put into operation on the basis of the republican portal of Public services. The total number of applications for services related to construction activities in 2022 increased 2.2 times, and for land and property services - 2.3 times. In general, the total number of electronic services provided for the year on the regional portal increased year-on-year by 3.7 times. In 2022, it was possible to achieve a record dynamics of the growth of users of electronic public services - by 900 thousand new accounts.

In Bashkortostan, in 2022, a law was adopted to reduce the tax rate for IT companies. Tax 1% on income or 5% on profit instead of rates of 6% and 15%, respectively.

Gennady Razumikin also spoke about the work of the investment portal of the Republic of Bashkortostan investrb.ru. In 2022, the following services were launched there:

2024: Fail Alsynov sentenced to 4 years in prison for inciting ethnic hatred

On January 15, 2024, in the small town of Baimak (Bashkortostan), an unauthorized rally was held on the square near the local court, in which, according to various sources, from one to several thousand people took part. During the event, slogans were chanted up to the demands of the resignation of local authorities.

The main reason for the rally was the court hearing in the case of activist Fail Aslynov, who was called "environmental activist" and "defender of Kush-tau" in the news feed. On this day, he was supposed to be sentenced under the article on inciting ethnic hatred, but the meeting was postponed to January 17.

The rally was not dispersed by law enforcement agencies, was not commented on by local media.

On January 15, the court was supposed to sentence Fail Alsynov on the fact of inciting hatred or enmity (Article 282 of the Criminal Code of the Russian Federation). The media that covered this news wrote about him exclusively as an environmental activist. However, he, among other things, is the head of the Bashkort Bashkort, a recognized extremist and banned Bashkir nationalist organization in Russia.

Its members call for the separation of Bashkortostan from Russia, the military personnel of the North Caucasus Military District - to surrender to the Armed Forces of Ukraine, and the United States - to "decolonize" the regions of Russia and deprive it of nuclear weapons.

Despite the fact that Alsynov denies his connection with another head of Bashkort Gabbasov (which, on the contrary, is confirmed by Gabbasov's father), who left for Lithuania (see below), Bashkort's asset continued its banned activities in the republic. Many rallies and meetings of Bashkir nationalists were organized, especially in the Bashkir Trans-Urals, where the most loyal audience of the movement traditionally lives. Almost all of these events were attended or performed by Fail Alsynov himself. In fact, this continued to build up the mobilization potential of the Bashkort BPO.

The criminal case on inciting ethnic hatred, which caused the rally in Baymak on January 15, was opened based on the materials of one of Alsynov's similar speeches. In it, he stated that "the Russians will return to their Ryazan," "the Tatars to their Tatarstan," and "the Khalyk kars" will return to themselves. " "Kary halyk" by experts linguists was defined as an inciting ethnic hatred, which literally translates as "black people," or, more simply, "churks."

Before the rally on January 15, in the network of telegram channels of Bashkir nationalists, supervised by, among other things, Ruslan Gabbasov from Lithuania, calls were published for the protection of Fail Alsynov from justice. The Internet newspaper Пруфы.ру, owned by Raufa Rakhimova, the niece of the first president of Bashkiria, Murtaza Rakhimov, took an active informational part. The main theses of the information campaign, addressed mainly to villagers, were, allegedly, Alsynov's Islamic allegiance and his large family.

However, already on January 16, a video material received a wide response, which shows that Alsynov not only kept pornographic materials in his mobile phone, and also had a mistress, but also spent donations collected from his supporters in personal need, including financing the trips of this very mistress. What dispelled the myths of both the truth and the family of Alsynov.

Also on January 16, it became known that Fail Alsynov was included in the list of terrorists and extremists of Russia by Rosfinmonitoring, and operational actions are being carried out at the addresses of the instigators of the rallies.

The Baymak District Court of Bashkortostan sentenced activist Fail Alsynov to four years in prison under the article on inciting ethnic hatred (Article 282 of the Criminal Code of the Russian Federation).

Law enforcement agencies opened a criminal case under article 212 of the Criminal Code of the Russian Federation "Riots" against participants in an unauthorized rally in Baymak.

2022

Actions of intimidation in the performance of foreign students against the background of the conflict in Ukraine

In 2022, amid the conflict in Ukraine, foreign students disabled electrical equipment on the railway in Ufa, and also set fires on the tracks. They turned out to be Emin Sadygov, Mustafa Shakhbazov and Farrukhzhon Zokirov, students from Azerbaijan and Tajikistan, who cannot have relations with Bashkir nationalists, who have recently reached their 18th anniversary.

Even before the terrorists were detained, the nationalist organization Committee of Bashkir Resistance (KBS) claimed responsibility for these actions of intimidating the population of Bashkortostan. They said that such activities in the republic will be put on stream, since "a dozen other armed activists are on the way."

The KBS turned out to be another information project of ex-State Duma deputy Ilya Ponomarev and Bashkir nationalists who fled from Russia.

The KBS channel is mentioned and reposted by Ruslan Gabbasov, who fled to Lithuania and the resources controlled by him. He and his organization BashNatsPolit are members of the League of Free Nations and advocate the separation of Bashkiria from Russia and the creation of the Fourth Islamic Republic of Bashkurdistan.

Gabbasov, together with Fail Alsynov, led the extremist organization BO Bashkort, which staged riots on Mount Kushtau in Bashkiria in 2020.

After the events in Kushtau, by decree of the head of Bashkiria, the niece of the ex-head of the republic, Murtaza Rakhimov, Rauf Rakhimov, was removed from the HRC of the republic. Members of the HRC commented on this as follows: "Raufa Gareevna did not hide the fact that she sent journalists who resisted law enforcement agencies during the events on Kushtau."

The actions of the radicals were covered by the opposition media sharply negatively in relation to law enforcement officers and authorities and unambiguously positively towards the protesters.

Gabbasov moves to Lithuania and creates a "Bashkir battalion" as part of the Armed Forces of Ukraine

After the start of a special Russian military operation in Ukraine, Ruslan Gabbasov, first deputy of Alsynov in Bashkort, emigrated to Lithuania, where he received political asylum. There he announced the creation of the "Bashkir battalion" as part of the Armed Forces of Ukraine, which allegedly would ensure the separation of Bashkortostan from the Russian Federation by military means. Gabbasov, in fact, openly announced his cooperation with the SBU, organizing the collection of personal data of servicemen of the RF Armed Forces and their relatives through the Akbuzat organization.

Gabbasov was recognized as a foreign agent, criminal cases were opened against him under terrorist articles. He actively participates in European forums on the "decolonization of Russia," speaks on Ukrainian television, stating that the asset of the Bashkort BPO is waiting for the "X-hour" to organize a civil war in the republic.

2020: The court recognized Bashkort as an extremist organization and banned its activities

The Bashkort BPO included a significant number of people convicted under extremist articles. In connection with calls for extremist activities (for example, attacks on the Constitution, Russia calls for separatism, etc.), in 2020, the Supreme Court of Bashkortostan recognized the organization as extremist and banned its activities in Russia.

2019: New governor Radiy Khabirov refuses to negotiate with nationalists

On Unified Voting Day, September 8, 2019, with a result of 82.02% in the first round of elections for the head of the Republic of Bashkortostan, Radiy Khabirov won.

The new governor, who has years of work in the Kremlin behind him, immediately called the Bashkir nationalists extremists and refused to conduct any negotiations with them.

However, the media of Bashkiria, even under Khabirov, continued to cover the activities of nationalists in a positive way. This concerned mainly two popular publications "Bonus" and "ProUfu," which later merged into the media platform "Пруфы.ру." It belongs to the niece of Murtaza Rakhimov - Raufa Rakhimova.

2014: Split "Cook Storm" and the creation of the movement "Bashkort" led by Fail Alsynov and Ruslan Gabbasov

In 2010, the power in Bashkortostan changed, and the previous relations of ethno-activists with the authorities changed. As a result of internal disagreements, "Cook Bure" by 2014 split into several organizations, one of which was the Bashkir Public Organization "Bashkort" - BO "Bashkort." It was headed by Fail Alsynov, Ruslan Gabbasov became his deputy.

Under the slogans of preserving the ecology and culture of the republic, members of this organization, who had significant mobilization potential and skills in working with the population, continued cooperation with the Administration of the new President Rustem Khamitov. In 2018, this was the reason for the departure of many activists from the organization.

2006: The collapse of the SBM and the creation of the Cook Storm pan-Turkist movement

The competition for power and for controlling financial flows in the Union of Bashkir Youth was so strong that ultimately the organization broke up, and its radical members in 2006 created the Cook Bure movement (Turk. "Grey Wolves"). The deputy head of this organization until 2014 was Fail Alsynov. Since 2010, Ruslan Gabbasov has become the second deputy.

The Bashkir movement "Gray Wolves" was created in the image and likeness of the famous Turkish neo-fascist organization of the same name "Bozkurt," banned in some states. The Bozkurt adopted symbols in the form of a wolf's head, welcoming gestures of the "Islamic press," and the ideological component was pan-Turkism. Experts from the Poshakhimov period said that Ural Rakhimov, the son of Murtaza Rakhimov, provided direct funding.

Young pan-Turkists from Bashkiria, with their public events (rallies, processions, meetings, etc.), had to convince the federal authorities that the Turkic people of the republic sought to reunite with the Turks of other states into a single empire - the Great Turan.

That is, it was about the threat of separatism, which they were allegedly able to control exclusively in the Government of Bashkiria under the leadership of Murtaza Rakhimov.

Fail Alsynov, with the support of the administrative resource and Ruslan Gabbasov, organized round tables in the districts of Bashkiria and even neighboring regions of Russia, at the same time intimidating the Bashkirs who disagreed with this. One of these episodes was the beating of a disabled person of group 3 right in the toilet of the Youth Palace in Ufa. On this fact, a criminal case was opened against Alsynov and Gabbasov under the article on intentional harm to health.

1997: The formation of Bashkir nationalists under the President of the Republic Murtaz Rakhimov

The formation of Bashkir nationalists took place under the first president of the republic, Murtaz Rakhimov, in the form of the "Union of Bashkir Youth" (SBM). Village guys supervised by the Rakhimov administration in the 1990s and 2000s held rallies and demonstrations for the "true sovereignty" of the republic.

On November 24, 2004, the Lefortovo District Court of Moscow, a member of the organization Ruslan Gabbasov, was accused of committing a crime under Part 1 of Article 105 of the Criminal Code of the Russian Federation, i.e. intentionally causing death to another person (criminal case materials). He was imprisoned for 7 years. True, at that time he had a surname Gappasov: he changed it after his release.

Grants and information support were allocated for holding mass events in support of Bashkir culture and language, holding round tables.

Rakhimov presented this map to the federal center, emphasizing that only he can control potential separatists, and if he does not become president of Bashkiria, riots will instantly break out in the Volga region.
