The administration of Perm Krai implements the centralized solution of control of execution of municipal budgets

The "Budget and Financial Technologies" company (BFT) completed the works on implementation of the centralized solution "ADC-Finance" in Komi-Permyak Okrug of Perm Krai.

Solution

Based on the ADC-Finance system used in the Ministry of Finance of Perm Krai the centralized information and technical platform (CITP) for process automation of storage, data processing and obtaining operational information about execution of the edge budget and budgets of the municipal Entities of Komi-Permyak Okrug, and for process automation of execution of their budgets is created.

Implementation

Within the project specialists of BFT conducted examination of automation objects, developed technologies of the centralized administration and maintaining reference books in TsITP; set and configured the necessary software; created in TsITP separate information spaces for budgets of municipal entities. Group consultations of users and solution administrators were held.

Specific Features

The implemented solution gives to executive authorities of edge a number of important advantages, such as possibility of operating control behind budget process in municipal entities online, receiving in the mode of the online complete information about execution of budgets of all levels with any extent of detailing, up to primary documents on each state funded organization, and the authentic reporting. The centralized platform allows to unify processes of management of all budgets of the region, to set the uniform rules and regulations concerning execution of municipal budgets to reduce total ownership cost the solution due to concentration of all functions on its installation and administration in the central service of operation.

Results

Local government authorities of Komi-Permyak Okrug of Perm Krai received the convenient tools providing transparency of budget processes and simplifying formation and providing the regulated reporting. Reduction of duplicative functions on system maintenance in municipal entities led to economy of budgetary funds.

The centralized solution on budget implementation is a component of the new approach to management of public finance realized in the complete solution "Electronic Budget" developed by BFT Company corresponding to the Concept of creation and development of the integrated information management system by public finance "The electronic budget" of the Government of the Russian Federation and promoting quality improvement and effective management of budget process, and cutting of costs for its informatization.
